Samsung and SK Hynix have committed over $518 billion to build four new memory fabs in the region, betting big on AI-driven semiconductor demand.
South Korean President Lee Jae-myung wants a military airbase out of the way so he can put a semiconductor megacluster in its place. The Gwangju Air Base, a joint facility involving US military operations, sits on roughly 8.3 million square meters of flat, infrastructure-ready terrain in the country’s southwestern Honam region. Lee’s government sees it as the perfect foundation for what could become one of the world’s largest chip manufacturing zones.
The timeline is aggressive. Infrastructure readiness is targeted for mid-2028, with initial semiconductor production expected by 2030. That cadence maps neatly onto Lee’s presidential term, which helps explain the urgency.
An $518 billion bet on memory chips #
The numbers behind this project are staggering. Samsung Electronics and SK Hynix have announced plans for a combined investment exceeding 800 trillion won, roughly $518 billion. Each company intends to build two new memory fabrication plants in the southwest region.
A separate 180 trillion won is earmarked for advanced manufacturing and supporting infrastructure through 2030.
The semiconductor cluster is one of the South Korean government’s three mega projects, unveiled in June 2026. The trio focuses on semiconductors, physical AI, and AI data centers.
Assessments conducted in early July 2026 concluded that the Gwangju airbase offered the optimal combination of terrain, location, and existing infrastructure.
The US military factor #
The Gwangju Air Base is a joint facility, meaning any relocation plan requires coordination with the US military. Discussions with American counterparts began in July 2026, shortly after the mega project announcement.
A local referendum is expected around October 2026 to approve the necessary relocations.
Why Honam, and why now #
South Korea’s semiconductor production has historically concentrated in the Greater Seoul metropolitan area and surrounding Gyeonggi Province. Samsung’s massive Pyeongtaek campus and SK Hynix’s Icheon facilities are both within this corridor.
Global demand for memory chips, particularly high-bandwidth memory (HBM) used in AI accelerators, has surged. SK Hynix has become NVIDIA’s primary HBM supplier, while Samsung has been racing to close a quality gap in the same product category.
The semiconductor industry’s typical timeline from groundbreaking to first wafer runs roughly three to four years for advanced facilities. A 2028 infrastructure target and 2030 production start would be considered fast but not unprecedented.
What this means for global chip supply #
Samsung and SK Hynix together control the majority of global DRAM and NAND flash production. For competitors like Micron Technology, the only major US-headquartered memory maker, the expansion raises competitive pressure in an industry where scale economics are already brutal.
Military base relocations in South Korea have a history of delays. The long-running relocation of US Forces Korea headquarters from Seoul to Camp Humphreys in Pyeongtaek took well over a decade to complete.
Investors watching Samsung and SK Hynix will want to track whether the October 2026 referendum passes and how quickly US military relocation talks produce concrete agreements. Those two milestones will determine whether the 2028 infrastructure target remains realistic.
