House Democrats are building a formal AI governance structure, with a policy framework due this fall and a select committee possible if they retake the House in 2026.
House Democrats are getting serious about artificial intelligence, and Hakeem Jeffries is putting institutional muscle behind it. The House Minority Leader has convened a Democratic caucus on AI for Tuesday, the latest move in a months-long effort to build a coherent party position on one of the most consequential technology debates in Washington.
The caucus is part of the broader work of the House Democratic Commission on AI and the Innovation Economy, which Jeffries formally launched on December 9, 2025. The commission is open to all House Democrats, a deliberate signal that AI governance is not a niche issue for the tech-adjacent members.
Who is running the commission and what they are building #
Co-chairs are Reps. Ted Lieu of California, Josh Gottheimer of New Jersey, and Valerie Foushee of North Carolina. Reps. Zoe Lofgren and Frank Pallone Jr. serve as ex officio co-chairs, adding seniority and committee credibility to the group.
The commission is now working toward a formal policy framework, expected to be released later this fall. That document will represent the Democratic Party’s consolidated view on how AI should be regulated, who bears responsibility for its harms, and where the US should lead globally.
The bigger political picture #
The Trump administration has staked out a decidedly light-touch approach to AI regulation, framing federal oversight as an obstacle to American competitiveness. Democrats are threading a different needle: they want to position themselves as pro-innovation while also making the case that consumers, workers, and communities need meaningful protections.
Jeffries has specifically highlighted energy costs from AI data centers as a consumer concern worth Democratic attention.
Former President Barack Obama has also called for stronger Democratic engagement on AI governance, adding a high-profile voice to the case that the party needs to move faster and more cohesively on this issue.
Democrats are also quietly laying groundwork for a more aggressive posture if the electoral math changes. The party is actively discussing whether to establish a select committee on AI equipped with subpoena power, a tool that would let them compel testimony and documents from companies. That committee would only come into existence if Democrats retake the House majority in the 2026 midterms.
The commission itself was designed as the Democratic counterpart to earlier bipartisan AI Task Force work in the House. By building a party-specific commission, Democrats are signaling they are prepared to develop and advance their own framework rather than wait indefinitely for common ground.
