Amazon's cloud arm is betting big on the Kingdom's digital future, pairing a three-zone region with a multibillion-dollar AI partnership

Amazon Web Services is planting a flag in the Saudi Arabian desert, announcing plans to launch a dedicated infrastructure region in the Kingdom by December 2026. The project carries a price tag exceeding $5.3 billion, roughly SAR 19.88 billion, making it one of the largest cloud infrastructure commitments in the Middle East to date.

The new region will launch with three Availability Zones, the standard AWS architecture that distributes workloads across physically separate data centers within the same geographic area. For enterprises operating in the Kingdom, this means data can stay within Saudi borders rather than bouncing to existing AWS regions in Bahrain or the UAE.

What the investment actually buys #

AWS has also partnered with HUMAIN, an entity backed by Saudi Arabia’s Public Investment Fund, to create a dedicated “AI Zone” in the Kingdom. That partnership comes with an additional investment of more than $5 billion directed specifically at AI infrastructure and talent development.

The AI Zone with HUMAIN is designed to do more than just host GPU clusters. AWS has committed to training 100,000 Saudi citizens in cloud computing and generative AI skills through innovation centers and grants for graduate-level research.

Why Saudi Arabia, why now #

The Kingdom’s Vision 2030 initiative has turned Saudi Arabia into one of the most aggressive buyers of digital infrastructure on the planet. Megaprojects like NEOM, the $500B futuristic city rising from the northwest desert, require enormous compute capacity.

Financial institutions governed by the Saudi Arabian Monetary Authority, known as SAMA, and organizations subject to the National Cybersecurity Authority’s requirements often need data to remain within national boundaries. Until now, that meant either building on-premises infrastructure or using AWS’s Bahrain region, which launched in 2019.

AWS established a CloudFront edge location in Jeddah in January 2025, giving Saudi-based users faster content delivery as a preview of the full regional rollout.

The bigger picture for AWS globally #

AWS has announced plans to build 18 new Availability Zones and six new regions spanning Malaysia, Mexico, New Zealand, Thailand, and the European Sovereign Cloud.

Microsoft Azure already has two regions in Saudi Arabia, having launched there in 2022. Google Cloud has also established a presence in the Kingdom. AWS arriving in late 2026 makes it a relative latecomer to the Saudi market.
