Saudi Arabia opened LEAP 2026 in Riyadh with more than $15 billion in technology launches, investments and partnerships, and HUMAIN is the name running through the serious AI infrastructure bets.
LEAP 2026 kicked off on August 31 at the Riyadh Exhibition and Convention Center in Malham under the theme "Into New Worlds." By the end of the opening day, the Saudi Press Agency said more than $15 billion in new tech launches and investment deals, plus a run of partnerships, had been announced. That's a lot of money for one opening day. The cleanest way to read that number is this: Riyadh isn't trying to host the AI boom from the sidelines. It's buying the power, chips, cloud regions and model layer it thinks will decide who gets paid from it.
HUMAIN sits at the center of that plan. The company is owned by Saudi Arabia's Public Investment Fund and chaired by Crown Prince Mohammed bin Salman, according to PIF's own announcement when it launched the business in May 2025. It is run day to day by Tareq Amin, the former Aramco Digital chief executive. Time reported last year that within days of launch HUMAIN had signed agreements with Nvidia, AMD, AWS and Qualcomm worth about $23 billion. That's a fast start. LEAP 2026 just added a public progress report.
The AMD, Cisco and HUMAIN story is not only a conference pledge. AMD said on August 31 that AMD Instinct MI355X GPU systems and AMD EPYC CPUs are now live in Saudi Arabia alongside Cisco Silicon One networking, serving HUMAIN customers. The companies also said they plan to deploy up to 250 megawatts of AI infrastructure beginning in 2027, with the broader joint venture still aiming for up to 1 gigawatt by 2030. That is the part readers should watch. Announcements are easy. Live compute is different.
The Deals Are Getting Physical #
AWS used LEAP to put a date on its own Saudi buildout. Amazon said its first AWS cloud infrastructure region in the kingdom is on track to launch in December 2026, with more than $5.3 billion in planned cloud infrastructure investment. AWS and HUMAIN also expanded their collaboration to make up to 50 megawatts of capacity available in Saudi Arabia's first AI Zone by 2028. That zone will use AWS Trainium chips and Nvidia infrastructure for training and inference workloads.

There is a lot packed into that sentence, but the practical point is simple. If you build a model business without local cloud capacity, your sovereignty pitch starts to look thin. AWS gives HUMAIN a global cloud partner. HUMAIN gives AWS a politically central route into one of the Gulf's biggest AI spending programs.
xAI is another test of the same idea at a larger single-customer scale. Fortune reported that Elon Musk's AI company plans a Saudi data center deployment starting at 50 megawatts and scaling to 500 megawatts. Data Center Dynamics previously reported that the xAI and HUMAIN project would be xAI's first major deployment outside the United States and would bring Grok models into the kingdom. Don't treat that as a finished asset. Treat it as a very large marker placed on the board.
The plumbing matters too. Saudi Electricity Company said one of the agreements signed around LEAP covers electrical service for HUMAIN's AI data center project in Saad, Riyadh, through National Grid SA. That detail is not glamorous, but it may be the most honest one in the whole story. A country can announce models in an afternoon. It can't fake transformers and grid connections for long.
The Model Layer Is The Harder Claim #
HUMAIN also used the event to push beyond racks and power. The company has put HUMAIN M3 into limited preview on HUMAIN Node, describing it as an Arabic model built on a 428 billion parameter mixture-of-experts system with 23 billion active parameters per token; training ran on more than one trillion Arabic tokens. Its own product page says open weights are coming after preview and feedback. For now, that is a promise, not a release.
HUMAIN Voice is the more immediately readable product. Arab News reported that it lets users speak to AI in their own language and dialect, while regional coverage of the launch named Saudi, Maghrebi, Egyptian and Levantine Arabic as the dialect families in view. That is where Saudi Arabia can make a real claim that isn't just about buying American hardware. Arabic AI is not one neat language problem. A system that handles Riyadh and Cairo speech - right through to Casablanca - is doing work most global models still handle unevenly.
Still, the gap between announcement and delivery is where this story gets serious. Data Center Dynamics reported in August 2025 that HUMAIN had broken ground on data centers in Riyadh and Dammam, each planned for an initial 100 megawatts, with first facilities then expected in the second quarter of 2026. AWS's AI Zone capacity is aimed at 2028, while the AMD, Cisco and HUMAIN gigawatt target sits further out, in 2030. These timelines are not small print. They are the story.
What's clear already is the shape of the Saudi bet. Riyadh doesn't want one chip deal or one friendly cloud partner. It wants the Gulf's default hub for AI training and inference, backed by a sovereign fund that can make billion-dollar commitments while most countries are still writing policy papers. Frankly, money won't be the only constraint. The real test is whether HUMAIN can turn press releases into running data centers and usable Arabic products - and whether customers keep paying after the conference lights go down.
