Humain, the Saudi sovereign AI company chaired by Crown Prince Mohammed bin Salman, unveiled an Arabic AI model this week that turned out to be built on an open model from a Chinese lab, not an American one.
Humain launched humain-m3 on September 3, 2026, at LEAP 2026 in Riyadh, the kingdom's flagship tech conference that opened this year with more than $15 billion in technology investments and partnerships, according to Telecom Review Middle East. The model is free to download and customise. Underneath the branding, it's a fine-tuned version of M3, the open-weight model released in May by Shanghai-based MiniMax.
That's the story in one sentence: a US ally flush with oil money chose a Chinese lab's architecture to build its national AI system, over anything on offer from OpenAI or Anthropic.
How the story got out #
The awkward part is how that fact came out. Humain initially framed humain-m3 as a homegrown achievement. Then people started comparing numbers. Humain M3 and MiniMax M3 share an identical architecture: a mixture-of-experts model with 428 billion total parameters and 23 billion active per token. That's not a coincidence. Sultan Alfaifi, who published the release, ended up confirming publicly that humain-m3 is built directly on MiniMax's M3, after the parameter match spread on X. Bloomberg then reported the same thing: Humain built its national AI platform on an open model from MiniMax Group Inc.
Humain says it didn't just relabel someone else's model. The company post-trained humain-m3 on more than one trillion Arabic tokens, tuning it for Arabic dialects, local cultural context, and tool-calling for AI agents. It says the result scores an average of 89.37% across seven Arabic-language benchmarks. It also launched HUMAIN Voice alongside the model, a conversational AI platform meant to handle multiple spoken Arabic dialects, not just standard written Arabic. That's real engineering.

It's just engineering sitting on a Chinese foundation, not a Saudi or American one.
Why Chinese weights and not American ones #
MiniMax's M3, released May 31, 2026, is a genuinely capable base to build on. The company claims it's the first open model to combine frontier-level coding and agentic performance with a one-million-token context window and native multimodality - reading text, images and video in the same model. Open-weight Chinese models have closed most of the gap with US frontier labs over the past 18 months, typically running three to six months behind on benchmarks while costing a fraction as much to run. For a country trying to stand up sovereign AI fast, that trade-off is obvious: pay nothing for the weights, deploy them on your own servers, skip years of pretraining.
OpenAI and Anthropic don't offer that option. Their frontier models are closed. A country wanting to build a truly national, locally-hosted, freely modifiable AI stack can't just licence GPT or Claude and put it on domestic servers the way Humain says it's doing with humain-m3. Open weights are the only way in. Right now the strongest open weights are coming out of China, not California.
That's not a small footnote for Washington. Export controls were built to keep the most advanced American chips and AI capability out of Chinese hands, and by extension, out of the hands of countries dealing closely with China. They were never designed to stop the reverse: a Gulf state down an open Chinese model and running it on Nvidia hardware it bought legally. MiniMax itself isn't a neutral vendor in this picture, either. A US congressional investigation named MiniMax in April 2026 alongside other Chinese AI labs, citing China's 2017 National Intelligence Law, which requires Chinese companies to support state intelligence work on request. Humain adopting MiniMax's architecture for a national platform puts that legal exposure right at the centre of Saudi Arabia's AI ambitions, whether Riyadh wants to frame it that way or not.
What it means for the Gulf AI race #
Humain isn't a small side project. It's backed by the Public Investment Fund, and CEO Tareq Amin has said the goal is to become the world's third-largest AI provider, behind only the US and China, according to CNBC. The company has already signed roughly 600,000 GPUs worth of capacity with Nvidia and a $10 billion infrastructure deal with AMD, making it one of the biggest non-US buyers either chipmaker has. That's the hand Humain is playing: American silicon running a Chinese-derived model, deployed at national scale, marketed as sovereign Arabic AI.
Frankly, that combination is the real signal here, more than the model itself. OpenAI and Anthropic have spent two years courting Gulf governments as customers for closed, subscription-based frontier models. Humain just showed that a state with the money to buy anything it wants would rather take a free, modifiable, Chinese-built foundation and bend it to its own language and culture. If other sovereign AI programmes in the region draw the same conclusion, the fight for enterprise and government AI contracts in the Gulf won't be decided on model quality alone. It'll be decided on who's willing to hand over the weights.
