US customs enforcement is moving from paperwork checks to pattern hunting, and importers with China-linked supply chains should assume their records are now being read by machines before people.
The Trump administration is putting artificial intelligence into the fight over Chinese tariff evasion. Read that as more than another Washington technology announcement. According to a Barron's report published Thursday, the White House plans to use an AI-enabled "Detective Border" system to find goods routed through third countries to avoid US duties. The target is transshipment: the shipment says Vietnam, or Malaysia, or some other intermediary country, while the real origin story points back to China.
This is a paperwork war now. The models look at declared origins, shipping routes, product components, valuations, and company links. If the pattern looks wrong, CBP gets a flag. That is a very different thing from waiting for one customs officer to catch one bad invoice at one port.
The money explains the urgency. Barron's reported that the White House Office of Trade and Manufacturing Policy estimated tariff evasion may have cost the US about $60 billion in lost revenue last year. Bloomberg reported in February that China's cargo data showed a $112 billion gap pointing to record levels of US tariff evasion. Those are not small leaks in the system. They are the system being worked around at scale.
CBP already has a supplier for part of this job. Exiger said on October 28, 2025 that CBP awarded Convergent Solutions Inc., doing business as Exiger Government Solutions, a multi-million dollar contract to help detect illicit transshipment across global supply chains. The company said its Trade AI platform would give CBP enforcement offices access to shipment data, supplier mapping, tariff classification checks, country-of-origin validation, and real-time shipment risk scoring.
That matters because the software is being paired with enforcement muscle. The Justice Department said on July 14, 2026 that its Trade Fraud Task Force, launched with the Department of Homeland Security in August 2025, had surpassed $1 billion in civil and criminal recoveries, penalties, forfeitures, and publicly charged losses in less than a year. CBP also reported more than $2.1 billion in commercial trade penalties so far in fiscal 2026 and 35 parties debarred from federal business.
It is biting already.
The easy routing story is over #
Anyone running a supply chain with Chinese exposure has to take this seriously. Frankly, the era of routing goods through Vietnam or Malaysia with a light repackaging job and calling it done is closing fast. An algorithm trained on years of seizure data doesn't get tired, doesn't need a tip, and doesn't care how convincing the paperwork looks at first glance. It reads the pattern.
That is a problem for bad actors, as it should be. It is also a problem for sloppy companies that never built clean records around origin, supplier ownership, component sourcing, and tariff classification. The old answer was often a binder, a broker, and a hope that nobody looked too closely. That won't hold up when the government is comparing your filing against trade records, corporate data, and the behavior of similar shipments.
C.H. Robinson has already been selling into this moment. The logistics company launched a US Tariff Impact Analysis tool in May 2025 and said customers could use it to see tariff exposure down to the SKU level. In July 2025, it said demand had surged for its ACE Import Intelligence tool, which helps importers review customs activity across broker networks. Clean importers still have work to do #
There is a blunt cost here that Washington rarely says out loud. AI targeting doesn't know intent. It knows patterns. A legitimate importer with a messy supplier graph, sudden routing changes, low declared values, or thin country-of-origin records can start to look like a bad importer long before anyone has made a legal finding.
That does not mean the government should keep doing this by hand. It means importers need better evidence before the question arrives. Country-of-origin certificates, bills of material, supplier declarations, ownership records, production locations, and price support are no longer back-office files you pull together after an inquiry. They are the thing that decides whether your shipment looks normal or suspicious.
The point is simple. If you import goods with China-linked components, your compliance file now has to explain the real journey of the product, not just the version that fits on a customs form. CBP's new tools are built to find the difference between those two stories.
