A SpaceX project with a separate operating entity #

The county’s tax-abatement agreement is with Space Exploration Technologies Corp., while Texas Comptroller records identify TeraFab AI LLC as the applicant for the state’s Jobs, Energy, Technology and Innovation, or JETI, incentives. Separate property records reported by KBTX show that WIT TECH LLC, an entity connected to Elon Musk, bought multiple parcels in Grimes County before the county approved its incentives. Those records establish the land purchases but do not, by themselves, establish that WIT TECH owns the Terafab operating company. [5]

Grimes County approved a 100% abatement of qualifying county property taxes for 10 years, covering tax years 2027 through 2036. SpaceX committed to invest at least $5 billion by 2030 and create at least 1,800 full-time jobs by 2035. What the fab is supposed to make #

SpaceX’s June prospectus describes Terafab as an effort to integrate lithography-mask design, logic and memory fabrication, advanced packaging and testing in one closed-loop facility. The company says the long-term target is one terawatt of annual compute production capacity, while acknowledging that it will continue buying a significant share of its hardware from outside suppliers. The stated product split is strategic. One class of chips would support terrestrial edge and inference workloads, including Tesla’s Optimus robots and vehicles. Another would be designed for the space environment and used in SpaceX’s planned space-based data centers. Intel joined the project in April 2026, according to SpaceX’s SEC correspondence, but the company’s filing cautions that Tesla and Intel are not obligated to remain involved and that no definitive project agreements, milestones or capital-expenditure plans had been finalized at that point. [6]

Trettel said SpaceX would be “bringing our own power” to Terafab and would install “very large battery arrays.” TechCrunch reported that SpaceX plans to use natural-gas power plants for the facility. They list an on-site power-generation facility, substations, backup generation, utility-scale battery storage and compressed-gas and chemical distribution systems among the project’s planned infrastructure. The public records and agency databases reviewed for this report did not reveal a Terafab-specific ERCOT interconnection request or a TCEQ air permit for the proposed Grimes County generation plant. That does not establish that no applications exist or will be required. SpaceX’s public filings and Texas incentive applications provide different levels of precision about timing. SpaceX told the SEC that development timelines, milestones and capital expenditures had not yet been determined. The state applications, meanwhile, describe a four-phase project with a combined estimated investment of $119 billion; one Phase 4 application schedules more than $23.8 billion of eligible investment for 2032 through 2034.
