They don't need to negotiate with AWS for capacity. Third, the government is putting real procurement power behind this. Korean government agencies, schools, and public institutions represent a guaranteed deployment base that makes the economics work from day one.

The risk is the same as every government AI project: will it stay competitive? Frontier AI moves fast. A model that's competitive today can be obsolete in six months. South Korea's approach appears to be a rolling development cycle rather than a one-shot build, with continuous updates funded as ongoing infrastructure spending. It's a direct application of the "AI as public utility" model that the French public AI fund and the EU Parliament hub are also testing, just at a larger scale and with a clearer deployment target.

There's a geopolitical dimension here too. South Korea's position between the US and China makes AI sovereignty an existential question, not an abstract one. If you're running ChatGPT or Claude as your national AI backbone, you're routing citizen data through US servers. If you're running Kimi K3 or DeepSeek, you're routing through China. South Korea wants a third option. A domestic one.

When a free national AI is competitive enough, why would a country's citizens pay a US company for access? The model layer is commoditizing. The infrastructure layer is where the power lives.
