OpenAI is putting serious money where its mouth is on infrastructure security. The company announced its “Daybreak for Frontline Defenders” initiative on September 3, committing $1 billion to help under-resourced defenders in critical infrastructure sectors like electricity, water systems, and local governments fend off cyberattacks powered by increasingly capable AI.
The initiative comes after a wave of documented cyberattacks targeting US utilities in July 2026, with some linked to entities in Iran. OpenAI’s response: gather the people running America’s most essential systems into a room and hand them frontier AI tools to fight back.
Forty states, one mission #
OpenAI held its second major gathering of utility company representatives as part of the rollout, drawing attendees from 40 states and the District of Columbia. Collectively, these organizations serve more than half of the US population.
The meetings focused on applying frontier AI technology to tasks like code review, threat analysis, and system hardening.
OpenAI president Greg Brockman presented the program at a summit attended by 300 security leaders.
The program includes a six-month consumption period for US participants, giving utilities and local governments a structured window to integrate AI tools into their existing security workflows.
Building on earlier groundwork #
The $1 billion commitment represents a dramatic escalation from OpenAI’s previous infrastructure security efforts. The company had previously offered up to $1 million in no-cost credits to utilities that had recently been hit by cyber incidents.
OpenAI is collaborating with more than 35 technology and cybersecurity firms to make the integration practical. Rather than asking utilities to rip out their existing security stacks and start over, the plan is to layer AI models on top of current cybersecurity tools.
