The intelligence agency is reorganizing around its biggest priorities: artificial intelligence, China, cybersecurity, combat support, and global intelligence
The National Security Agency is carving out five new internal organizations focused on artificial intelligence, China, cybersecurity, combat support, and global intelligence. The restructuring represents one of the most significant organizational overhauls at the signals intelligence agency in years, reflecting how rapidly the threat landscape has shifted.
This isn’t the NSA’s first major reorganization. Back in 2016, the agency underwent a sweeping transformation known as NSA21, which consolidated its offensive and defensive cyber operations and reshuffled legacy structures that had been in place for decades.
In July 2026, the NSA revived the “Tailored Access Operations” designation for its elite offensive cyber unit, a name that had been shelved during the NSA21 reorganization.
China and AI: the twin obsessions #
In 2023, the agency established a China Strategy Center and appointed an assistant deputy director specifically for China, acknowledging that Beijing’s cyber and intelligence operations had grown too large and too sophisticated to be handled as one item on a longer list of threats.
The NSA previously stood up an AI Security Center and a Cybersecurity Collaboration Center, both designed to address the intersection of artificial intelligence and national security.
On September 8, 2026, the NSA joined the FBI and the Cybersecurity and Infrastructure Security Agency in issuing an advisory that detailed the activities of six Chinese AI firms accused of systematically extracting capabilities from American AI models. The advisory named DeepSeek, Moonshot AI, Alibaba, MiniMax, StepFun, and Z.AI as companies engaged in what the agencies described as industrial-scale distillation of US AI technologies, essentially reverse-engineering models like Claude, GPT, and Gemini.
A presidential memorandum issued in June 2026 directed agencies to accelerate AI adoption across military and intelligence missions while simultaneously protecting those developments from adversaries.
The cybersecurity and defense pillars #
Under Deputy Director Tim Kosiba and General Joshua Rudd, the agency has been bolstering its defensive capabilities and expanding partnerships with private-sector companies through its Cybersecurity Collaboration Center.
