Elon Musk’s SpaceX and Tesla Inc. have announced plans to construct Terafab, a sprawling, vertically integrated semiconductor manufacturing facility in Southeast Texas.
Designed to unclog global supply bottlenecks for artificial intelligence (AI) and autonomous hardware, the multibillion-dollar project promises to reshape both the local economy and the regional energy landscape.
Located north of Houston, the planned 100-million-square-foot facility will span Grimes County. SpaceX and Tesla are committing an initial $16.8 billion in capital investments, with state tax-incentive filings indicating a multi-phase roadmap that could ultimately reach $119 billion.
Company officials expect the project to create at least 3,000 direct, high-paying jobs, drawing heavily from Grimes and neighboring Brazos County.
Intended to handle end-to-end manufacturing, packaging, and testing of advanced logic and memory devices, Terafab is built to meet the massive computational demands of Musk’s long-term vision. The site will produce high-power chips for Tesla’s autonomous Cybercabs and Optimus humanoid robots, as well as specialized processors for SpaceX’s proposed space-based AI data centers.
“The foundations for the most exciting future are being built right here in Texas,” Musk said in a statement, emphasizing that the venture will enable AI chip production at scale for both terrestrial and extraterrestrial applications.
Beyond its sheer industrial footprint, Terafab is making waves for its ambitious utility strategy. According to county tax-abatement agreements, the campus will operate largely off the main Texas electrical grid, generating its own power via onsite natural gas-fired plants and high-capacity battery storage arrays. By functioning essentially as its own private utility, the facility aims to guarantee the precise, uninterrupted power quality required for high-end semiconductor fabrication without placing massive daily demands on the state’s ERCOT grid.
To address environmental and resource concerns, SpaceX plans to utilize surface water from the nearby Gibbons Creek Reservoir and construct an onsite wastewater treatment facility rather than tapping into local groundwater reserves.
The project has drawn strong support from state leadership. Republican Texas Gov. Greg Abbott announced a $30 million grant from the Texas Enterprise Fund to support the development, noting that the historic investment will expand economic opportunities across the region for generations.
Local education leaders, including Anderson-Shiro CISD Superintendent Dr. Sarah Borowicz, praised the venture for establishing workforce development pathways and training local students for technical careers.
However, the rapid rollout has also sparked local pushback. Hundreds of residents attended a tense county meeting preceding the official announcement, raising concerns regarding the transparency of the deal and the millions of dollars awarded in local tax abatements.
Despite community debates, local approvals are moving forward. With its self-contained power grid, dedicated water management, and massive physical footprint, Terafab introduces a novel blueprint for heavy tech infrastructure — one where the physical stacks for energy, compute, and manufacturing are controlled entirely under a single roof.
