The voluntary framework sets expectations for sustainable data center growth as Canada positions itself to capture a wave of AI infrastructure investment.
HIVE Digital Technologies, through its BUZZ HPC subsidiary, has joined 22 other companies in signing Canada’s Responsible Data Centre Development Principles, a new voluntary framework introduced by the Government of Canada on September 3, 2026. The signatory list includes Amazon Web Services, Google, Microsoft, Meta, and OpenAI alongside HIVE’s team.
The principles were launched in Markham, Ontario, targeting how to welcome data center construction without sticking local communities with the bill for power, water, and environmental disruption.
What the framework actually asks for #
Canada’s framework is built around five core expectations. First, new projects should craft sustainable benefits for local communities. Second, data centers should not shift electricity costs onto consumers. Third, projects need to minimize water use and ecological impacts. Fourth, operators must ensure transparency about the local effects of their facilities. Fifth, projects should deliver outcomes that are strategically beneficial for Canada as a whole. None of these are legally binding.
HIVE’s $3.5 billion bet on the GTA #
The centerpiece of HIVE’s strategy is a 320 MW AI-focused facility planned for the Greater Toronto Area. The project carries a price tag of CA$3.5 billion and is expected to go live in the second half of 2027. When operational, it aims to house more than 100,000 GPUs. The GTA facility plans to use closed-loop cooling systems targeting zero water usage.
What this means for investors and the market #
The CA$3.5 billion GTA facility represents a transformative project for HIVE. If delivered on schedule with its promised specifications, including over 100,000 GPUs and zero-water-use cooling, it would establish the company as a major player in North American AI compute infrastructure.
The risk is that voluntary principles remain exactly that: voluntary. Without enforcement mechanisms, the framework’s effectiveness depends entirely on whether signatories follow through. For now, 23 signatures on a page represent intention, not outcome.
