A viral campaign is urging Americans to turn Halloween into “De-Flock America” night and target controversial surveillance cameras while crowds and costumes provide cover.
Posts promoting the campaign have spread rapidly across Instagram and X, calling for Flock Safety cameras to be disabled, covered or destroyed on October 31, 2026.
The idea is that Halloween gives participants a rare opportunity to blend into large crowds while already wearing costumes and masks. However, the movement is uncoordinated, with no clear organizer or indication of how many people actually intend to participate.
Damaging the cameras would also be vandalism and could result in criminal charges.
Why are Flock cameras so controversial? #
Flock cameras are automated license plate readers commonly installed beside roads, at intersections and near neighborhood entrances.
When a vehicle passes, the cameras use machine learning to record its license plate, color, make, model and other identifying features. This information is placed into a searchable database that police can use to locate vehicles and receive alerts.
According to Business Insider, Flock has deployed around 120,000 cameras across 49 states. Its customers include police departments, governments, schools, businesses and homeowners associations.
Supporters argue that the cameras help police recover stolen vehicles, find missing people and apprehend suspects. However, critics say the network amounts to mass surveillance because it records every passing vehicle, including those belonging to people who are not suspected of any crime.
The technology has also faced scrutiny over inaccurate readings and alleged misuse. In Roseville, California, Flock reportedly misread license plates in 71% of 1,427 stolen vehicle and felony alerts issued during 2023 and 2024.
In another case, an innocent driver was surrounded by armed police after Flock cameras repeatedly misidentified his Range Rover.

Officers in Florida and Georgia have also been accused of using the system to track people they knew, including one cop who allegedly searched his estranged wife’s plate 717 times.
Flock says its cameras do not use facial recognition and that customers control their own data. The company recently reduced its recommended default retention period from 30 days to seven and announced mandatory misuse detection and case codes for law enforcement searches.
The controversy has already inspired a website allowing drivers to check whether their plates were searched. Now, the viral Halloween campaign is pushing the backlash into far more extreme territory.
