Dubai has adopted a unified workforce productivity system across its government, expanding the use of artificial intelligence, machine learning and large-scale data analysis to help public entities measure performance, allocate resources and make faster decisions.
The Dubai Government Human Resources Department said the Workforce Productivity Measurement System has been approved for government-wide use under Executive Council Resolution No. 67 of 2025, turning a project that began as a limited pilot into a common framework spanning dozens of entities.
The system is designed to connect staffing levels, financial resources and service outputs, giving government departments a more consistent way to assess productivity and identify where resources can be used more effectively.
From limited pilot to 32 government entities
Development began in 2020 with a small group of government entities before gradually expanding over the following years.
A steering committee established in 2023 helped shape the methodology and prepare government bodies for implementation before concluding its work following the system’s formal adoption.
The platform currently covers 32 government entities and draws on millions of data points collected throughout the project’s development.
Those datasets have been used to build a common productivity measurement model, allowing departments to compare resources with outputs and generate insights aimed at improving planning, institutional performance and public services.
AI moves deeper into government decision-making
The system is built around analytical tools powered by machine learning and advanced AI, allowing government entities to monitor productivity indicators and assess how staffing and spending align with operational results.
H.E. Abdullah Ali Bin Zayed Al Falasi, Director General of the Dubai Government Human Resources Department, described the rollout as a key step in Dubai’s shift toward a government model built around data and advanced analytics.
He said the platform is intended to go beyond simply measuring productivity by providing a shared methodology for resource allocation, policy development and sustainable institutional performance.
The broader objective is to make government operations more responsive and forward-looking as Dubai increases its reliance on data in public-sector planning.
By standardizing how productivity is measured across entities, the system gives officials a clearer framework for linking resources, outputs and outcomes, helping identify inefficiencies and improve workforce productivity and service delivery.
