After chatbots, AI coding agents are looking to woo the Indian market with lower prices.
Cursor, the AI coding assistant that has become one of the most popular tools among developers globally, has launched a new plan called Cursor Start exclusively for users in India, priced at Rs. 649 per month.
The plan gives users access to Grok 4.5, which Cursor calls its most powerful model, along with Composer, its own price-efficient coding model. It also comes with always-on cloud agents that can build, test, and open pull requests in the background, access to Cursor for iOS so developers can launch or monitor agents from their phone, and support for plugins, MCP servers, hooks, and skills. The plan is billed monthly in INR and can be paid for using UPI or a card, addressing a long-standing ask from Indian users who wanted local pricing and local payment options rather than being billed in dollars.
Cursor said its user base in India has tripled over the past year to more than 3 million developers, making the country its third largest market. It also claims India has more power users than any other market, with developers there running more agent requests per developer than anywhere else in the world. That kind of engagement, paired with a market that is famously price-sensitive, appears to be exactly what pushed Cursor to build a plan tailored to it.
Where Start fits among Cursor’s plans
Cursor already had two individual plans before this: a Free tier that requires no payment and gives limited local agent requests along with access to Composer, and a Pro plan priced at $20 (roughly Rs. 1,950) a month that unlocks every major model, including the most advanced ones from other AI labs, plus features like Bugbot, Auto mode, Automations, and the Cursor SDK.
Cursor Start now sits between the two. It offers more usage than Free but does not include frontier models from OpenAI or Anthropic, or Pro-only features such as Bugbot and Automations. It is essentially built for everyday coding rather than the heaviest workloads, and Cursor is positioning it as a stepping stone, with users free to move up to Pro whenever they need more.
According to a TechCrunch report, Cursor is also building out its India operations to support this push, hiring local sales and support staff across cities including Bengaluru, Chennai, Hyderabad, and Delhi, with banks and large enterprises as a particular focus for the country. The company has said it will use checks to try and restrict Cursor Start to individual users based in India, including measures aimed at people trying to access the plan through VPNs from other countries.
The coding agent pricing landscape
Cursor operates in a market crowded with other AI coding tools, most of which price well above what Indian developers have historically been willing to pay for software subscriptions. GitHub Copilot, Microsoft’s coding assistant, offers a free tier along with a Pro plan at $10 a month, a Pro+ plan at $39, and a Max plan at $100 for individuals, with Business and Enterprise seats priced at $19 and $39 respectively. Even Copilot’s cheapest paid plan works out to roughly Rs. 900 a month before any currency conversion markup, well above what Cursor Start now costs. Other coding agents, like Claude Code and Codex, have plans starting at $20 a month.
By pricing Start at under Rs. 650 a month, Cursor is undercutting these prices and positioning itself closer to what Indian users pay for OTT subscriptions than what they typically pay for developer tools. It is a strategy that mirrors what consumer AI products have already been doing in India over the past year, betting that volume at a low price point can build a habit that eventually converts into higher-paying Pro subscribers.
Following ChatGPT, Gemini and Perplexity’s India playbook
Cursor’s move follows a pattern that OpenAI, Google, and Perplexity have all tested in India over the past year. OpenAI launched ChatGPT Go in India in August last year at Rs. 399 a month, its cheapest plan globally, giving users 10x more messages, image generations, and file uploads than the free tier, along with UPI support. India was the first market where Go was launched, ahead of any other country, and OpenAI later made the plan free for Indian users for an extended period to drive adoption further.
Google took a similar approach with Gemini, giving free access to its Gemini Pro plan, worth Rs. 19,500 a year, to Indian students for twelve months. It later expanded this through a partnership with Reliance Jio, offering 18 months of free Gemini AI Pro access worth Rs. 35,100 to eligible Jio subscribers, tying the offer to its 5G plans.
Perplexity went the telecom-partnership route as well, teaming up with Bharti Airtel to give all of Airtel’s customers a year of Perplexity Pro, usually worth Rs. 17,000, at no cost. The offer covered close to 360 million subscribers, making it one of the widest free AI rollouts India has seen.
Each of these companies has clearly identified India as a market where price is the biggest barrier to adoption, and each has responded not with a scaled-down product but with pricing rebuilt from scratch for local wallets. Cursor’s approach differs slightly in that Start is a genuinely paid plan rather than a free giveaway, betting that developers who are already running agent requests at the highest rate in the world will pay something reasonable rather than needing the product for free. Whether Rs. 649 a month is the number that finally gets India’s massive developer base paying for AI coding tools at scale remains to be seen, but Cursor clearly isn’t waiting around to find out.
