The CPS PCCOOLER TS700D is not a desktop cooler. It is a single-tower, seven-heat-pipe air cooler with a full-cover base sized for Threadripper, EPYC and Xeon SP sockets, fitted with two 120mm fans, one of which uses reverse-curved blades. I do not own a workstation or server platform, so I cannot test it. What follows is a hands-on look at the hardware and at what its specifications claim, and nothing beyond that.
Every now and then, something arrives at the lab that I cannot push through the normal process. The TS700D is one of those. CPS PCCOOLER recently redirected two decades of desktop cooler experience at AI workstations, engineering systems, and multi-GPU boxes that never idle, and it announced a full professional lineup built around that idea: a 115mm dual-tower for 4U chassis, a 480mm AIO, an HPTX chassis with room for thirty fans, and a 2500W power supply. The TS700D is the conventional air cooler in that range, and the company was kind enough to send one over.

Look at the socket list printed on the box, and the problem becomes obvious. On the Intel side, the TS700D covers LGA 3647 (Narrow ILM) and LGA 4677. On the AMD side it covers sTRX4, sWRX8, TR4, SP3, TR5, SP5 and SP6. There is not a single mainstream desktop socket in that list, and there is no mainstream desktop socket anywhere in the retention hardware either.
My cooling bench is a desktop platform. I have no Threadripper board, no EPYC board, and no Xeon SP board, and without one of those I cannot mount this cooler, let alone run it through the normalized noise procedure and the thermal loops that every cooler on this site goes through. That means no temperature charts, no wattage charts, no noise measurements, no frequency plots, no Cybenetics database entry, and no performance score. There is no way to fake any of that, and I am not going to pretend otherwise by quoting the manufacturer’s numbers as if they were mine.
What I can do is open the box, take the thing apart on the desk, photograph it properly and tell you what the hardware looks like up close, how it is built, what comes with it and what CPS PCCOOLER claims for it. If a suitable platform ever lands here, the TS700D goes straight on the bench and gets the full treatment. Until then, treat everything below as observation and specification, not as measurement.

Three thousand RPM on a 120mm fan with dual ball bearings and a 45 dBA rated maximum is not an enthusiast specification; it is a specification written for a machine that lives in a rack or under a desk running flat out, where the acoustic budget is generous, and the airflow requirement is not. The second is the pair of fan columns on the box. CPS PCCOOLER quotes separate airflow, static pressure, and noise figures for a standard-blade fan and a reverse-blade fan, and the manual confirms the cooler ships with one of each. The reverse-blade unit goes at the rear, so both fans push air along a single directed path through the fin stack and out of the chassis rather than working against the case airflow.
