The AI testing institute and its mission

They are locking in on “demonstrable risks” that could allow adversaries to develop chemical or biological weapons.

Chris Fall actually stepped into the role back in April, right after the team surprisingly let go of another AI researcher only four days after he started. It has been a bit of a revolving door at the institute, as Collin Burns (a researcher coming from Anthropic) was also cut from the team way back in January.

A pattern of turnover and policy flux

Fall’s departure adds to growing uncertainty surrounding who serves as the Trump administration’s point person for AI policy and research. Venture capitalist David Sacks previously held the position of White House AI and crypto czar but stepped down in March and has yet to be replaced.

This pattern has created a vacuum of stable leadership at a critical time for U.S. AI policy, as Chinese models make progress against American offerings. Just last week, representatives from 29 countries signed an agreement in China to establish the World Artificial Intelligence Cooperation Organization (WAICO), an independent intergovernmental body headquartered in Shanghai.

Fall’s exit is the latest example of the administration’s AI policy being marked by quick, unexplained personnel changes.

An appointment that was always temporary

A Commerce official clarified that Fall’s tenure was “always intended to be temporary to help set up the agency’s foundational framework.” Fall was brought in specifically to establish the agency’s structure, not to lead it long-term.

Raman has been reviewing candidates for weeks, and Commerce Secretary Howard Lutnick wants someone with “deep knowledge and expertise on AI” for the permanent role. The agency’s instability is by design, but that doesn’t make it any less disruptive.

The White House will have to put more effort into establishing a durable leadership if it doesn’t want to lose the AI race. With the voluntary AI model standards framework on the way and the recently launched Gold Eagle Initiative, aiming to secure cybersecurity vulnerability coordination, it will need people to really stand for the agency.
