Every year, elephants trample crops, leopards stray into villages, tigers attack livestock, and frightened communities retaliate. Human-wildlife conflict has become one of India's toughest conservation challenges. Now, the Centre wants technology to become the first line of defence.
At a meeting of the Parliamentary Consultative Committee of the Ministry of Environment, Forest and Climate Change (MoEFCC), lawmakers backed the use of artificial intelligence (AI), drones, Geographic Information Systems (GIS), radio telemetry and predictive analytics to help reduce dangerous encounters between people and wildlife.
The meeting, chaired by Union Environment Minister Bhupender Yadav, focused on building a smarter, technology-driven strategy that combines scientific monitoring with stronger community participation.
Why is India looking at AI and drones? #
The committee noted that human-wildlife conflict is no longer limited to a handful of regions. Different states face different challenges, ranging from elephants in the south and northeast to leopards, tigers, bears, rhinoceroses, wild boars, gaurs and even primates elsewhere. Instead of relying only on reactive measures, the idea is to predict animal movement, monitor habitats in real time and alert authorities before conflicts escalate.

How will technology help? #
The proposed approach includes AI-powered surveillance, GIS-based mapping, drones, GPS and radio telemetry to track animal movement, and predictive analytics that can identify potential conflict hotspots. The objective is simple: detect risks earlier, respond faster and reduce both human and wildlife casualties.
What else did the committee recommend? #
Members emphasised that technology alone will not solve the problem. The discussions also focused on strengthening frontline forest staff, speeding up compensation for victims, improving public awareness and increasing community participation in conservation. The committee stressed that conflict mitigation must be tailored to local landscapes and individual species rather than following a one-size-fits-all approach.
What new institutions are being created? #
The committee was informed that the Centre has established a Centre of Excellence on Human-Wildlife Conflict at SACON's WII South Centre in Coimbatore. Announced earlier by Prime Minister Narendra Modi, the institution will focus on research, technological innovation, policy support and capacity building. It also reviewed the recently launched National Human-Wildlife Conflict Portal, which will serve as a nationwide digital database for recording incidents, analysing trends and supporting faster decision-making.
What are states already doing? #
Several states showcased technology-led initiatives already in use. Karnataka proposed a National Human-Wildlife Conflict Mission while using AI-enabled monitoring and integrated command centres. Kerala highlighted community volunteer networks and its decision to classify human-wildlife conflict as a state-specific disaster. Madhya Pradesh presented its "Prevention First" model that combines AI surveillance, drones and GPS tracking. Uttarakhand showcased a 24x7 wildlife helpline backed by technology-enabled monitoring, while Uttar Pradesh said most of its conflict cases involve leopards in the Terai region. Assam detailed its landscape-based strategy for managing conflicts involving elephants, tigers, leopards, rhinos and wild buffalo.
What's next? #
Environment Minister Bhupender Yadav said managing human-wildlife conflict requires a balanced strategy that combines scientific management, technology, institutional coordination and active participation from local communities. As wildlife habitats shrink and human settlements expand, India appears to be betting that the next breakthrough in conservation may come not just from forests, but from algorithms, smart maps and drones patrolling the skies.
