Nicolai Tangen delivered record first-half returns but says stress tests reveal alarming downside scenarios from AI valuations and geopolitical conflict

The person managing $2.2 trillion of Norway’s oil money just posted the best half-year return in the fund’s history. He does not sound particularly happy about it.

Nicolai Tangen, CEO of Norges Bank Investment Management, told Bloomberg he remains deeply cautious about forward-looking risks despite the Government Pension Fund Global delivering a 9.4% return in the first half of 2026, equivalent to 1,753 billion Norwegian kroner. His worry list reads like a greatest-hits album of things that keep institutional investors awake: inflated AI valuations, sticky inflation made worse by tariffs, and geopolitical conflict that shows no signs of cooling.

## Record returns, record anxiety

The fund’s equity portfolio returned 13.0% in the first six months of 2026, beating its benchmark by 0.22 percentage points. Asian technology stocks were the primary engine behind those gains.

In stress-test scenarios shared during the Bloomberg interview, Tangen laid out what a severe correction could look like. An AI bubble bursting could shave roughly 35% off the fund’s total value. A major geopolitical upheaval scenario was even worse, modeling a potential 37% decline.

For a fund exceeding $2.2 trillion in assets, a 35% drawdown would translate to losses north of $770 billion.

## The AI valuation question

Tangen is not alone in questioning whether AI company valuations have disconnected from reality. But his voice carries unusual weight. The Government Pension Fund Global is the world’s largest sovereign wealth fund, holding stakes in roughly 9,000 companies across 70 countries.

Tangen’s caution is notable because the fund has clearly benefited from the AI trade. Walking into a Bloomberg interview after posting record returns and warning that the thing driving those returns might be a bubble takes a certain kind of institutional discipline.

## Geopolitics and inflation as compounding threats

AI valuations are not the only item on Tangen’s risk radar. He pointed to persistent inflationary pressures, particularly those amplified by tariff regimes, as a structural concern for global markets.

Geopolitical conflict adds another layer. The 37% potential loss Tangen cited in a severe geopolitical scenario would represent the most extreme drawdown in the fund’s history. The fund weathered the 2008 financial crisis, the European debt crisis, and the pandemic-era selloff. A 37% hit would dwarf all of them.

Tangen has led NBIM since September 2020. The fund’s mandate is multigenerational. It exists to convert Norway’s finite oil wealth into a permanent financial endowment for future citizens.
