August 15, 2026, (Inside AI) — Pakistan's higher education regulator is moving fast on AI. By Fall 2026, the Higher Education Commission (HEC) will require every university student to complete a mandatory three-credit-hour AI course. A draft generative AI policy now circulating among institutions aims to regulate how students use these tools. But the framework has serious blind spots that could make enforcement impossible.
The draft bans AI-generated assignments and demands full disclosure of AI tool usage. On paper, that sounds rigorous. In practice, instructors have no reliable way to verify what students disclose. A student can claim they used no AI when they did, or vice versa. The policy creates an unenforceable rule from day one.
The bigger problem is the proposed use of AI detection software. A 2023 Stanford University study published in Patterns tested seven major AI detectors on essays written by non-native English speakers. The results were damning: 61% of human-written TOEFL essays were falsely flagged as AI-generated. These tools penalize straightforward vocabulary, which is common among second-language learners. No detector has been validated for Pakistani students specifically.
This creates a dangerous bias. Universities could punish students for work they actually wrote. The HEC policy, as drafted, ignores this documented failure rate. Academic integrity matters, but so does fairness. A system that flags honest students as cheaters will erode trust fast.
AI Multiplies Skill, It Does Not Replace It #
Regulators also misunderstand how AI actually works. It does not create expertise from nothing. It multiplies what a person already knows. A data scientist who understands statistics, data cleaning, and model evaluation will get far more from AI than a novice typing random prompts.
Competitive platforms like Kaggle prove this. Every participant has access to the same AI tools. Yet scores vary dramatically. The difference is human judgment: asking the right questions, verifying data integrity, spotting errors. AI accelerates work, but it cannot replace the underlying skill.
This distinction should shape university policy. A doctoral researcher using AI to speed up literature reviews is not the same as a freshman using it to skip an essay. The policy must treat these cases differently. Writing an essay builds critical thinking. AI might change the market value of the final document, but the cognitive workout still matters.
Curriculum Must Teach Building, Not Just Prompting #
The upcoming compulsory HEC course needs a reality check. If universities only teach students how to write chat prompts, the degree will hold zero market value. Hundreds of millions of people already use chatbots for free. A three-credit course on prompt writing is a waste of time and money.
Instead, the curriculum must focus on building with AI. Graduates need skills in API integration, structured data generation, and large-scale task automation. These are the capabilities employers actually pay for. Developer Peter Steinberger offers a clear example. He combined his existing software background with OpenAI's Codex to build OpenClaw. The project exploded in popularity and quickly secured independent funding from OpenAI.
Steinberger succeeded because he had a solid foundation to multiply. AI did not replace his expertise. It amplified it. Pakistani universities must teach students to do the same. That means real projects, real code, and real problem-solving, not just chatbot tutorials.
Finally, Pakistan cannot copy-paste policies from North American business schools. Local universities face massive class sizes and different industry adoption rates. A policy written for a seminar of twenty students will collapse in a lecture hall of two hundred. The solution is to separate learning from grading. Take-home assignments should be practice, where students openly use AI. Actual grading must happen in supervised, in-person environments.
Timed in-class writing, proctored computer labs, and five-minute oral defenses are the only bulletproof solutions. A quick conversation instantly reveals whether a student understands their work or just copied a chatbot. The HEC policy needs this structural shift. Without it, the regulations will fail on the ground, no matter how well-intentioned they are on paper.
