If approved by the Napa County Local Agency Formation Commission, that annexation would add to another [expansion of 86 acres approved June 1](https://www.pressdemocrat.com/2026/06/01/first-of-two-city-boundary-expansions-approved-for-american-canyon/). The larger expansion was applied for by landowners, the Hess and Laird families, and not the city of American Canyon.\n\nBut in a legal petition filed in Napa Superior Court on June 15, Watson Ranch development entity American Canyon 1 LLC argues the larger expansion goes against a 2008 voter-approved measure that made it so the city can’t expand its urban limit line through Jan. 1, 2030, without approval from voters.\n\nWhile the second, larger expansion has yet to be approved, the Napa County Board of Supervisors and the American Canyon City Council previously approved [property tax-sharing agreements](https://www.pressdemocrat.com/2026/05/07/tax-sharing-agreements-set-for-american-canyon-expansion/) and an agreement to shift a percentage of housing the county is required by the state to prepare for over to American Canyon.\n\nThe developer lawsuit seeks to undo those approvals, and argues the larger expansion would bring adverse impacts to them, “both financially and physically.” The lawsuit also alleges violations of the California Environmental Quality Act because, according to the petition, “the expansion is being done to allow development” on the property, but an environmental review hasn’t been completed.\n\nSkyler Sanders, a real estate attorney working for the Watson Ranch developer, previously said the developer had concerns about whether the expansion was legal at an April 21 American Canyon council meeting. City Attorney Theresa Highsmith said at the time she thought approving prerequisites to an expansion — not expansion itself — was legal, especially because parties outside of the American Canyon council would need to act for the expansion to happen.\n\nOne of the benefits of the expansion, according to American Canyon officials, would be enabling a long-planned extension of Newell Drive and South Kelley Road, which would create a parallel path to the often traffic-clogged Highway 29.
