The Trump administration just handed the United Arab Emirates a significant upgrade in its ability to import advanced American semiconductors, rescinding Biden-era restrictions that had capped how many cutting-edge chips the Gulf state could buy. The headline move: authorization for 35,000 Nvidia Blackwell GPUs to ship to G42, a UAE-based AI firm, expanding the country’s previous import volumes by roughly three to four times.
That shipment alone is valued at over $1 billion. And it arrives at a moment when UAE-linked entities have also invested $500 million into World Liberty Financial, the crypto venture owned by President Trump’s family. The timing, to put it mildly, has attracted attention.
What changed and why it matters #
The US Commerce Department’s Bureau of Industry and Security rescinded chip export limits that the Biden administration had put in place to restrict the flow of advanced AI-capable hardware to certain countries. Under the new framework, the UAE can now import chips at three to four times its previous volumes, a dramatic loosening that aligns with a broader 2025 US-UAE Major Defense Partnership.
That partnership simplifies licensing expectations for technology transfers between the two countries.
G42, the primary beneficiary of the GPU authorization, has had a complicated history. The Abu Dhabi-based firm was previously scrutinized over alleged ties to Chinese technology companies. Those approvals reportedly came with strings attached: security commitments and obligations to divest from certain Chinese-linked entities.
The $500 million elephant in the room #
While the administration was greenlighting billion-dollar chip deals for the UAE, a UAE-linked entity associated with Sheikh Tahnoon bin Zayed Al Nahyan was investing $500 million into World Liberty Financial. That investment included a $218 million upfront payment flowing to Trump-related entities. Sheikh Tahnoon serves as the UAE’s national security adviser and oversees a sprawling network of investment vehicles. The $500 million backing from UAE-linked capital is one of the largest known foreign investments in a sitting president’s business venture in recent memory.
What this means for crypto and AI investors #
Abu Dhabi and Dubai have both established regulatory sandboxes for crypto and blockchain companies, and access to high-performance computing hardware could accelerate development of on-chain AI applications, automated trading systems, and tokenized infrastructure projects.
Watch for two things in the coming months. First, whether other Gulf states receive similar export control treatment, which would signal a systematic US policy pivot rather than a one-off favor. Second, whether the $500 million World Liberty Financial investment triggers formal congressional investigations or SEC scrutiny.
