Treasury proposes curbs on high-tech investments in China, Russia, North Korea

The U.S. Treasury Department on Thursday proposed a rule expanding the Outbound Investment Security Program (OISP) to curb American high-tech investments in "countries of concern" including China, Russia and North Korea. The proposal extends restrictions to hypersonic systems, quantum information technologies, high-performance computing and supercomputing, and AI.
