# The White House just put $5 billion behind AI for science and most founders haven't noticed

Michael Kratsios, director of the White House Office of Science and Technology Policy, stood in front of the Genesis Mission 2026 Summit this morning and announced the largest federal AI deployment most tech founders have never heard of. The number is $5 billion. The scope is 15-plus agencies, 26 National Science and Technology Challenges spanning energy, national security, and discovery science, and 278 projects selected from more than 5,000 applications. NASA formally joined today. The goal, stated plainly in the executive order Trump signed in November 2025, is to double US scientific productivity.

That's not a soft target. It's also not a distant one.

The Department of Energy's American Science and Security Platform is the engine underneath all of it: a unified infrastructure that connects researchers with shared compute, scientific datasets, and AI tools built on the DOE's network of national laboratories. According to the DOE's own breakdown of the 278 selected awards, 168 are led by universities, 87 by national labs, 19 by companies, and 4 by nonprofits. Another 157 companies are participating in some capacity across 342 institutions. That last figure is where the real opportunity sits for anyone paying attention.

The industry partnerships announced under Genesis are not subtle. The DOE signed memoranda of understanding with 24 organisations in December 2025, a list that reads like the vendor hall at a hyperscaler conference: Microsoft, Google, AWS, Oracle, Nvidia, AMD, Intel, Dell, HPE, IBM, Palantir, OpenAI, Anthropic, and xAI. OpenAI described its MOU as a framework for information sharing under its OpenAI for Science effort. The DOE specified that any products built for Genesis will be architecture-agnostic, which means no single chip or cloud vendor is locked in and the competitive door stays open.

That architecture-agnostic language is the most important detail in the whole announcement for anyone trying to sell into this programme. It signals that the government is not picking a single AI stack and standardising on it. It's building a platform that routes workloads to whatever compute fits the problem - whether that's Nvidia GPUs at a DOE lab or Oracle cloud capacity or an AMD cluster at a university. For smaller AI infrastructure companies and specialised compute providers, that's a genuine opening. Not a token gesture.

The 26 challenges span nuclear energy, critical minerals, intelligent chip design, and commercial fusion energy, among others. According to reporting from HPCwire, the DOE had backed $320 million specifically against those 26 challenges before today's broader $5 billion figure was announced. The total now encompasses research awards, funding opportunities, scientific datasets, and research facilities contributed by the full agency coalition.

## What this means if you're a founder trying to sell to DOE or NASA

The Genesis Mission is not a grant programme in the traditional sense, and that distinction matters. The DOE issued its main Request for Applications on March 17, 2026, and received more than 5,000 submissions. Of those, 278 made the cut. The programme now requires awardees to submit an annual report to the president by November 24, 2026, covering platform status, user engagement, research outcomes, and partnership results. That accountability structure is unusual for a federal science initiative. It suggests this one has more staying power than the average interagency working group.

NASA's entry today expands the addressable market considerably. The agency is exploring how its missions, data, and expertise connect to the National Science and Technology Challenges, which opens procurement conversations in earth observation, space weather, propulsion, and any domain where NASA has unique datasets sitting underused. For AI startups with models trained on scientific or sensor data, that's a real pipeline, not just rhetoric.

The harder truth for founders is that 19 company-led projects out of 278 total is a thin slice. The application process was serious, the competition was steep, and the DOE is not writing checks to firms that show up with a pitch deck about AI accelerating discovery. What it does want, as the 157 companies participating in supporting roles makes clear, is infrastructure, specialised models, and domain expertise - plus the ability to work inside a highly regulated environment. The MOU route - the one that OpenAI, Anthropic, and Palantir used - is a faster path to relevance inside this ecosystem than chasing the RFA directly. The numbers make that case plainly.

As FedScoop noted earlier this year, DOE officials have already said the agency needs considerably more funding to fully reach Genesis Mission goals. The $5 billion announced today is the current commitment, not the ceiling. The first annual presidential report is due in four months. Whatever that report says will almost certainly shape the next appropriations ask - and the companies named in it as active partners will be in a very different position than the ones that watched from the outside.
