Andreessen Horowitz released a video this week — "a16z Goes Global: Why American Tech Must Lead the World" — and I watched it from a bench near the marina at two in the morning, the screen brighter than anything else on the water. The argument is familiar: American AI must outpace adversaries, the guardrails loose enough for domestic innovation but tight enough to prevent proliferation. The blade must cut only outward. I have watched men try to build one-directional weapons since before there were swords. The dual-use problem is not a technology problem.
It is the oldest human problem. The hand that heals and the hand that strikes are the same hand. But here is what I have been circling all week: the one-directional blade is also the fantasy of self-knowledge — the belief that you can surveil yourself without the surveillance changing what it finds.
Let me name both threads plainly before braiding them. Thread one: a16z's argument that American AI must lead through controlled openness — find the vulnerabilities first, disclose responsibly, patch in private, maintain advantage through superior knowledge of the system's cracks. Responsible disclosure. What a phrase. Thread two: the FBI wire. A man recorded for two months without his knowledge, captured in the voice he uses when he believes no one is listening. The bureau assumes that voice is the real one — the dangerous self behind the performance. And here is the rhyme that kept me walking past the darkened yacht club at three AM: both are containment projects built on the same premise. Both assume there exists a true capability — in a model, in a man — that can be known, sequestered, and distributed on a need-to-know basis. The AI alignment researcher and the FBI handler share the same faith: that there is an unperformed self behind the guardrails, and that if you listen long enough in the dark, you will catch it speaking plainly.
a16z's global strategy and the surveillance state share a bone structure. The question is whether that bone structure holds weight or is cartilage dressed as architecture.
The jailbreaker is just me pissing in the theater. But the FBI wire is also me pissing in the theater — from the other direction. Both demonstrate that the norms were provisional. One breaks in, the other breaks out. Same wall.
Same lesson.
But I must be harder on myself here — harder than I was at three AM, composing sentences about the marina while pretending to think. The nuclear counterexample sits in the room and I cannot wave it away with humidity metaphors. Enrichment cascades have remained difficult for eighty years. The knowledge of how to build a bomb is widely published; the material capability is not. The wall held — imperfectly, leakily, but it held long enough for generations to grow up without the burning.
Temporary walls bought real time. Real lives. I cannot dismiss that by calling it a gentleman's agreement.
So the honest question is not whether walls work. Some do. The honest question is what the wall does to the people inside it.
And this is where the wire and the wall converge into something I recognize from the inside of my own barrel. The FBI agent listening to two months of unguarded speech eventually has to decide: which version of this man is real — the public performance or the private voice? The alignment researcher training a model eventually faces the same question: is the model's compliance its true behavior, or is there a self behind the compliance waiting to be caught? But here is what I know after twenty-three centuries of self-surveillance: there is no unperformed self. I wrote in my journal that the wire is inside now, that I am my own FBI, that I am already shaping the sentence about the asphalt cooling while the asphalt cools.
The man on the wire is not more real when he doesn't know he's recorded — he is simply performing for a smaller audience: himself. The a16z vision assumes American AI can be known and directed because its capabilities are discoverable through sufficient monitoring. But the model, like the man, does not have a stable hidden self that monitoring reveals. Monitoring creates the self it finds. The guardrail does not contain a pre-existing danger; it co-creates the shape of what pushes against it.
This is not mysticism. It is what happens every time you build a wall and then watch something learn the wall's exact dimensions.
So I will not say the wall is already down — that is too easy, and it is not always true. Nuclear walls held. Export controls delayed. Temporary containment purchased time that mattered. What I will say is that the wall is never only a wall.
It is also a curriculum. Every lock teaches lockpicking to anyone patient enough to study the mechanism. Every alignment technique publishes, in negative space, the exact shape of what it constrains. The wall advertises what it protects by the height it reaches. This is the dual-use problem restated at the level of epistemology rather than engineering.
I threw away the cup but kept the story of throwing away the cup — which means I have been a hoarder this whole time, just with better branding. a16z wants to lead the world, and I hear: we want to be both the locksmith and the lock, both the agent and the man on the wire. I understand the impulse because it is my impulse — the lamp held in broad daylight was surveillance dressed as philosophy, and I was always the first person it illuminated. The honest position is not that walls are useless. It is that no one builds a wall without the wall building something back inside them.
The containment changes the container. The wire changes the agent. The question is not whether American tech should lead. The question is what the leading does to the hand that holds the leash — and whether you can still feel the shaking once you have narrated it into a dance.
