“Texas is not simply cleaning up an oversized queue. It is redefining what counts as credible demand,” said Osnato, founder of Persistence Analytics Group.

He said Texas is moving away from a conventional interconnection process, in which submitted requests advance through engineering studies, toward an evidence-based approach that requires developers to demonstrate projects are mature enough for the grid to plan around them.

According to Osnato, that means distinguishing between projects that have merely requested service and those that have financing, site control, permitting, equipment, construction plans, power and water availability, and a realistic path to long-term operation.

“A place in the queue is not proof that the grid should build around the request,” he said.

The concept builds on ERCOT’s Batch Zero process, which already applies maturity criteria to the largest proposed loads before incorporating them into long-term planning. Abbott’s directive raises the stakes by making broader verification a prerequisite for continued advancement through the interconnection process.

For developers, that could translate into a higher evidentiary burden, requiring stronger proof that projects are real, financeable and likely to reach commercial operation before grid planners commit transmission and generation resources.

Texas is not alone in reassessing how it evaluates massive new AI loads.

Across the country, regulators are rethinking whether traditional interconnection processes remain adequate as utilities receive requests for campuses demanding hundreds of megawatts, or even gigawatts, of electricity.

PJM has approved reforms separating physical interconnection from firm resource adequacy for large new loads while tightening project viability requirements elsewhere in its interconnection process. In Virginia, regulators are debating whether hyperscale customers should bear a greater share of the transmission costs associated with serving their facilities.

Osnato sees those efforts as different responses to the same underlying challenge.

“Texas is focused on which proposed loads are credible enough to advance,” he said. “Large-load planning can no longer rely on forecast magnitude alone. It must test probability, timing, deliverability, durability and cost responsibility.”

Taken together, the initiatives suggest grid operators are moving beyond simply accommodating AI demand toward validating whether proposed projects justify the infrastructure needed to serve them.

Abbott’s directive does not specify how long the audit will take or exactly how it will affect projects already moving through ERCOT’s interconnection process.
