South Korea’s energy ministry argues the southwest already generates more power than it uses, reducing the need for long-distance transmission. It plans to work with local governments and consider underground lines. Energy Minister Kim Sung-whan has also floated building new nuclear reactors and small modular reactors.

But in Yeonggwang county, Roh Byeong-nam, a farmer and co-chair of a local anti-nuclear coalition, vowed legal challenges to any nuclear expansion.

“To now talk about new construction, on top of extending the lifespan of ageing reactors, is nothing less than a declaration that Yeonggwang will become a nuclear testing ground and eventually a permanent nuclear waste site,” Roh said.

Water supply is equally contentious. The cluster needs about 650,000 metric tons of water daily—more than Gwangju’s entire residential supply. Developers aim to raise Dongbok Dam to secure an additional 250,000 metric tons a day, but residents say they were not consulted.

“This is the same as dam construction,” said Kim Kwang-jin, head of a dam-residents group, estimating 1,500 to 1,600 affected households. “They announced it unilaterally without considering resident acceptance.”

The Honam complex’s power needs highlight a broader challenge: South Korea’s semiconductor expansion is outpacing its energy and water infrastructure. The country is the world’s largest memory chip maker, but past projects show that securing resources is often the biggest hurdle. In 2022, Samsung delayed a $17 billion Texas fab due to similar issues, underscoring a global pattern.

Analysts note that South Korea’s power grid is already strained. The southwest has surplus generation, but transmitting it to new fabs requires upgrades that locals oppose. The energy ministry’s plan to keep power local may reduce long-distance lines, but it doesn’t eliminate the need for new substations and reactors. Small modular reactors, while promising, are unproven at scale and face public skepticism after the Fukushima disaster.

Water scarcity adds another layer. Chip manufacturing is water-intensive, and the southwest is prone to droughts. The environment ministry’s plan to use reclaimed water and raise Dongbok Dam could face legal challenges. Kim Kwang-jin’s group argues the dam expansion would flood farmland and displace communities, echoing controversies over the Four Major Rivers Project in the 2010s.

The government insists it will minimize environmental damage and continue talks, but time is short. With President Lee’s term ending in 2030, any delays could derail the project. The central government’s role in mediating disputes is critical, as Mayor Lee Sang-il noted, but its track record is mixed. The Yongin delays show that even Seoul’s political weight can’t fast-track consent.

South Korea’s struggle mirrors global tensions as nations race to onshore chip production. The Honam complex, if built, would be one of the largest chip hubs outside Seoul, but its success hinges on resolving the resource paradox.

The energy ministry said the dam-raising option would minimise environmental damage and relocation compared with constructing a new dam, and it will continue talks with Gwangju and local residents to prevent opposition or infrastructure issues from delaying the project. Yet, as Roh Byeong-nam’s litigation threat shows, legal battles could stall progress for years. The outcome will test whether South Korea can balance industrial ambition with democratic consent, a dilemma that will define the next decade of AI hardware expansion.
