Two rejections, one persistent pipeline #

New Mexico Land Commissioner Stephanie Garcia Richard first rejected Energy Transfer’s application to route the 17.8-mile pipeline across state-owned land back in March 2026. The company came back with what was presumably a more compelling pitch. Garcia Richard rejected it again in July 2026. The pipeline is designed to transport up to 400 million cubic feet per day of natural gas. Rather than pursue a third attempt at winning over state regulators, Energy Transfer has revised its plans to route the pipeline across land administered by the US Bureau of Land Management.

Oracle’s quiet pivot on power #

The pipeline drama isn’t the only evolution happening at Project Jupiter. Oracle has also shifted its power strategy in a way that addresses at least some of the environmental concerns that likely contributed to the regulatory resistance.

The original plan called for an on-site natural gas plant. Oracle has since transitioned to Bloom Energy fuel cells, which reportedly cut emissions by around 92% compared to traditional combustion-based power generation. The fuel cells also reduce water consumption, a particularly sensitive issue in the arid Southwest. The move to fuel cells doesn’t eliminate the need for the natural gas pipeline entirely, since the fuel cells still require gas as an input, but it does significantly change the emissions profile of the overall operation.

Project Jupiter’s economic footprint #

Despite the regulatory friction, Project Jupiter has already established a meaningful economic presence in the region. The development has created nearly 700 onsite jobs by mid-2026, according to project figures. It has also generated close to $80 million in state and county tax revenues.

Those numbers give Oracle and its development partner, Yucca Growth Infrastructure, significant leverage in the broader conversation about whether the project belongs in Dona Ana County.
