The Framework #
Ontario’s proposed assessment framework has three priority pillars: economic development in Ontario; data security and digital sovereignty; and investment in host communities and public confidence. [1]
The framework identifies potential local benefits including apprenticeship and reskilling opportunities, community amenities, critical infrastructure improvements, job creation and increased demand for local accommodation. It calls for data centre investments to contribute “significantly” to host communities, but does not set a single province-wide dollar threshold for those contributions. [1]
Power and Rate Design #
The playbook proposes that new data centres pay the cost of their impact on Ontario’s electricity system. Measures under consideration include encouraging projects to build their own generation and creating a separate electricity rate class for new data centres above 1MW. [1]
The policy follows Ontario’s 2025 electricity legislation and consultation process, which created authority for the province to evaluate and approve certain data centre connection requests before utilities connect them to the grid. The earlier proposal identified economic development, domestic data hosting and system capacity as factors in the connection process. [2]
Investment Case and Consultation #
Ontario said it will rely on non-financial support rather than direct financial incentives to attract data centre investment. The province is positioning its electricity system, available land, cooler climate and skilled workforce as the core elements of that offer. [1]
The government links the playbook to a broader provincial AI strategy that it says could generate $122 billion in economic growth by 2035 and more than 17,000 new jobs annually. Those figures are government projections, not commitments attached to individual data centre projects. [1]
Ontario’s 2026 budget said the province has approximately 100 data centres and is prioritizing electricity access for facilities that create high-quality jobs, support domestic data hosting and strengthen the digital economy. [3]
What Happens Next #
The public comment period for the new playbook began August 13, 2026, through the Environmental Registry of Ontario and Ontario Regulatory Registry. The province has not announced a final implementation date for the proposed rate class or other measures described in the framework. [1]
Ontario’s earlier electricity consultation recorded concerns about grid capacity, generation requirements and the need for a clear connection process. The province said it was reviewing those comments while developing a regulatory framework for large data centre growth. [2]
