Nvidia, other tech giants caution against open-source AI ban in open letter
A group of tech firms has released an open letter that calls on policymakers not to ban open-source artificial intelligence models.
The development follows a report that some Trump administration officials sought to limit the use of such algorithms. Many of the world’s most popular open-source AI models were developed by Chinese companies. According to Axios, the U.S. Commerce Department last year considered blocking access to those companies’ software.
Today’s open letter was published on Nvidia Corp.’s website. It’s also backed by Microsoft Corp., IBM Corp., Meta Platforms Inc. and more than a dozen other tech firms. Several nonprofit industry groups including the The Linux Foundation signed on as well.
“Our AI leadership will be judged not by one frontier AI model, but by whether the United States builds a strong, open ecosystem that diffuses into every sector,” reads the letter. “This is essential for creating opportunities for innovation and prosperity across the country.”
The document goes on to list several of the reasons why its signatories believe that open-source AI shouldn’t be banned. The first reason is that they make application projects more economic by reducing the need to buy proprietary large language models. Additionally, the letter highlighted the fact that open-source LLMs are customizable and can be deployed on private infrastructure.
“By allowing many organizations to build, adapt, and deploy advanced models, open weights create rivalry not only among model developers but across cloud chips, applications, and services,” the letter adds. “That competition spurs innovation, drives down costs, and distributes the benefits of AI broadly across our economy.”
The document goes on to address the risks posed by open-source AI models. The signatories note that it’s difficult to track how such algorithms are used, which can complicate efforts to stop cybercrime. Hackers can theoretically use advanced open-source LLMs to speed up cyberattacks.
According to the letter, the open-source licensing model could emerge as a source of not not risk but also cybersecurity improvements. When an LLM’s code is publicly available, a “broad community of researchers” can search for vulnerabilities. Lowering the number of unfixed exploits in a model makes it less susceptible to cyberattacks.
The letter also addresses distillation. That’s a practice whereby researchers use the prompt responses of a frontier LLM to train a smaller model. A White House official recently stated that Kimi K3, a new open-source LLM with advanced coding capabilities, was distilled from Anthropic PBC’s Fable 5 model.
“Unlawful efforts to extract value from closed models raise legitimate concerns,” states the letter. “Those concerns should be addressed through targeted legal and commercial frameworks rather than sweeping restrictions on techniques that play an important role in AI innovation.”
The signatories also make several other policy suggestions. They recommend that regulators make it easier for researchers to access computing infrastructure and free AI training assets such as datasets.
