NNTC viewing example which uses VK_NV_cooperative_vector

A developer has built the NNTC Vulkan sample, a 3000+ line C++ implementation that supports VK_NV_cooperative_vector for decoding. The work means the same inference hardware used by neural network workloads also benefits NNTC, with the code slated for GitHub after testing on additional hardware.

The NNTC Vulkan sample is working 3000+ lines of .cpp later . It supports VK NV cooperative vector for decoding. So the same inference hardware the neural guys are using benefits NNTC, too. I'll have this checked into GitHub after testing on more hardware.
