Kathy Hochul has announced a moratorium on new hyperscale artificial intelligence data centers, saying the pause is aimed at protecting ratepayers, communities, water supplies, and the state’s energy grid. Hochul said it is the first moratorium of its kind in the country, prompting widespread discussion online.

Hochul outlined the policy in a video posted online. The clip circulated as data center development expanded nationwide.

Hochul said large data centers place *“unprecedented demand” *on energy and water resources. She also warned that rapid development threatens to increase utility costs.

The moratorium gives New York time to establish safeguards for ratepayers, communities and the grid. Hochul said the state still wants AI companies to invest, grow and succeed.

She said companies benefiting from New York must protect resources and give back to communities. Hochul added, *“New York is going to take the time to get it right.”*

## New York AI Data Center Moratorium Draws Divided Reaction

The announcement prompted debate over economic growth, energy capacity and where companies should build large data facilities.
