neural_upsampler: neural 2x upsampling as a tiny drop-in C++ library

A graphics developer at Binomial LLC released neural_upsampler, a small drop-in C++ library that performs neural 2x image upsampling. The library packages neural upscaling as a lightweight dependency for integration into existing C++ codebases.
