Elon Musk's SpaceX and Jeff Bezos's Blue Origin want to build orbital data centers, and the usual coalition of environmental groups and former government officials is demanding the FCC shut it down before anyone studies whether it actually works.
SpaceX has asked the Federal Communications Commission for permission to deploy up to one million solar-powered data center satellites. Blue Origin's Project Sunrise application seeks authority to operate as many as 51,600 satellites between roughly 500 and 1,800 kilometers above Earth. The promise: solve the massive power and land-use crunch that AI data centers are already creating on the ground. The response from the institutional class was immediate and predictable.
Earthjustice, DarkSky International, Public Employees for Environmental Responsibility, and Environment America have petitioned the FCC to all new licenses for orbital data center projects, arguing the plans "violate federal law" because proponents "have refused to embrace any inquiry into the impacts of their self-claimed epochal technology on the environment, science, economy, or other values." The Guardian framed the proposal as "catastrophic" for the planet in its headline; Digital Trends led with the claim that "we have every reason to worry."
The environmental concerns are real enough to report. Rocket launches and spacecraft re-entry inject black carbon, aluminum oxides, rare metals, and other pollutants into the upper atmosphere. Scientists are still studying what increasing concentrations could mean for the ozone layer and the climate. Steve Volz, the former head of the National Oceanic and Atmospheric Administration's satellite office — who was fired under the Trump administration — told the Guardian that even burned-up satellites amount to atmospheric refuse. "You do not want to be filling up the atmosphere with refuse from these any more than you would want it coming from a smokestack," Volz said.
Astronomers have their own grievances. Satellites already streak telescope images. A 2026 study of 1,938 observations of Amazon's Leo constellation found that 92 percent exceeded the International Astronomical Union's recommended brightness limit for research, and roughly 25 percent exceeded the threshold for preserving the visual appearance of the night sky. The European Southern Observatory warns that currently proposed constellations could push the satellite count beyond 1.7 million, raising the overall brightness of the sky itself.
But what the hand-wringers barely acknowledge is the problem these orbital data centers are built to solve. AI computing already consumes vast amounts of electricity and water on Earth. Fierce public opposition to terrestrial data centers crosses the political spectrum. Moving that infrastructure off-planet is exactly the kind of frontier thinking that built America. The Guardian buried the feasibility question — several former federal space officials told the outlet they doubt orbital data centers are even viable — while leading with the word "catastrophic." Digital Trends acknowledged that orbital computing "could eventually solve some genuine problems" before swerving back to alarm.
The real tension here isn't pollution versus progress. It's who gets to decide. The petitioners want the FCC to hit the brakes before anyone can demonstrate whether the technology works or what its actual impacts would be. Musk and Bezos are asking permission to build. The establishment is asking permission to block.
The open question is whether the FCC will require a full environmental review before granting these licenses — or whether American builders get to prove their case first.
