mnemon-harness beta review notes

The mnemon project has released an experimental beta called `mnemon-harness`, a separate source-built track for project-local host-agent lifecycle state that is not production-ready and has no compatibility guarantee. The beta explores commands for lifecycle event logging, projection surfaces, coordination topology events, and a TUI review console, while explicitly excluding production readiness, automatic apply, and full multi-agent runtime. The release branch is intentionally public-safe, omitting internal planning and raw validation artifacts.
