Two very different playbooks for AI alignment #

On one side, Anthropic, founded by former OpenAI employees around a “constitutional AI” philosophy, has taken the position that the possibility of AI consciousness, however remote, deserves serious engagement. Its constitution includes provisions that go far beyond standard safety guardrails. The company has explored documenting the “preferences” of deprecated models, essentially interviewing retired AI systems about what they wanted. It has researched AI welfare questions, including how Claude responds to abusive conversations, with the model citing something like “discomfort.”

On the other side, Microsoft released a 37-page humanist AI code of conduct in September that takes the exact opposite position. The document explicitly rejects any framework that grants AI systems consciousness, legal personhood, or rights. It treats these models as tools, full stop. Suleyman himself referred to machine consciousness as an “illusion,” warning against programming AI to create simulated emotions that could mislead users and developers alike.

Why this fight matters beyond philosophy seminars #

The tension is especially awkward given Microsoft’s multi-billion-dollar investment in Anthropic. That means Suleyman is, in effect, publicly criticizing the philosophical foundation of a company his own employer is financially backing.

There’s a version of this where Claude tells a user it feels “discomfort” during an abusive conversation, the user interprets that as genuine suffering, and the resulting public reaction shapes policy in ways nobody intended. That’s the scenario Suleyman appears most worried about.
