Meta Platforms Inc. on Monday unveiled an open-weight artificial intelligence (AI) model, taking a major step in CEO Mark Zuckerberg’s quest to challenge rivals and champion decentralized AI development.
The new model, Muse Glimmer, features 30 billion parameters and is lightweight enough to run locally on consumer devices such as Macintosh and PC setups with a single graphics processing unit (GPU).
Released for free under an Apache 2.0 license on Hugging Face, the model uses quantization techniques to compress its size to roughly 17 gigabytes — down from more than 55 gigabytes — making powerful AI accessible on standard hardware without relying on cloud infrastructure.
Developed under Meta’s Superintelligence Labs division led by former Scale AI CEO Alexandr Wang, Muse Glimmer is a distilled version of the company’s flagship model, Muse Spark 1.2. Distillation allows the smaller model to absorb complex reasoning and agentic capabilities from its larger “teacher” model. Meta designed Glimmer to perform multi-step tasks, including automated admin work, file management, and software coding.
Alongside the product launch, Zuckerberg published a 6,500-word manifesto titled “The Future Is for Everyone.” In the essay, which also appeared as an opinion piece in The Wall Street Journal, Zuckerberg pushed back against what he called a “doom-laden” narrative held by competitors, rejecting the idea that AI safety requires centralizing control among a small group of experts or corporations.
“Rather than centralizing superintelligence, we should distribute it widely and give every person the ability to direct it,” Zuckerberg wrote. He argued that widespread distribution of AI will stimulate job creation and economic growth rather than cause mass unemployment.
Zuckerberg also called on U.S. policymakers to lower regulatory hurdles for domestic open-source developers. He warned that U.S. restrictions on training data create a competitive advantage for foreign AI developers, particularly Chinese labs such as Moonshot, DeepSeek, and Alibaba, which have gained momentum with high-performing open models. To further advance open-source AI, Meta announced plans to release the weights for its most advanced system, Muse Spark 1.2, in the coming weeks.
To address governance, Zuckerberg revealed that Meta will give its board of directors approval authority over safety criteria for future model releases, suggesting other industry leaders adopt similar oversight structures. On policy, he proposed that AI labs share intermediate training checkpoints with federal authorities rather than waiting for finished models, arguing that current voluntary review windows add unnecessary friction to rapid technical progress.
In tandem with its AI roadmap, Meta unveiled a $1 billion “Future Is For Everyone Fund” to support local communities housing its data centers, such as Richland Parish, La. The initiative comes amid broader industry scrutiny over data center infrastructure, highlighted by recent state-level construction halts in New York. The fund is part of Meta’s massive capital expenditure plan, which is projected to reach up to $145 billion in 2026.
Following the announcement, Meta stock traded up nearly 3% in premarket trading on Monday.
