Meta is developing a fully private mode for its upcoming personal AI agents, one designed so that even Meta cannot access the conversations. The initiative builds on Meta’s Incognito Chat feature, which launched on May 13, 2026, and already provides temporary, encrypted conversations that the company says it cannot read. That feature currently works on WhatsApp and the Meta AI app. The fully private mode for personal agents, though, is still in early development.
Zuckerberg’s billion-user bet #
During Meta’s Q2 2026 earnings call on July 29, Mark Zuckerberg laid out the vision plainly. Personal AI agents, he said, will form the foundation for Meta’s future products and revenue streams. His prediction: billions of users adopting these agents within five years.
Meta already has roughly 3.3 billion daily active users across its family of apps. Personal agents are designed to handle tasks, remember preferences, and act on users’ behalf across Meta’s ecosystem of WhatsApp, Instagram, and Facebook.
Meta’s business agents, which help companies interact with customers, have crossed the 1 million weekly active users mark. The company’s 2026 capital expenditure guidance sits between $130 billion and $145 billion, with a significant chunk directed at training AI models and building out agent infrastructure.
Why privacy is the play #
Incognito Chat works by making conversations temporary and processing them in a secure manner that prevents Meta from accessing the content. Standard chats on Meta’s platforms operate differently, with data sometimes used for model improvement. The distinction matters because it gives users a clear, opt-in choice about how their data is handled.
The competitive landscape #
There’s also the question of monetization. Meta’s advertising business thrives on user data. A fully private mode for personal agents could limit the company’s ability to target ads based on agent interactions. Zuckerberg’s earnings call comments suggest the company sees entirely new revenue categories emerging from the agent ecosystem.
The $130 billion to $145 billion capex commitment signals that Meta views AI agents as an existential priority. The company is essentially rebuilding its infrastructure around the assumption that personal agents will be as central to its business as the News Feed once was.
