Google has open-sourced SAM (Sovereign Agent Mesh) under the Apache-2.0 license, a zero-config, zero-trust P2P overlay that enables autonomous agents to discover and call each other's MCP tools across cloud, on-prem, laptop, and edge environments without exposing internal endpoints. Identity flows from OIDC into Biscuit capability tokens, allowing nodes to authorize every request offline under a strict default-deny model.
