This is an AI-specific claim, not a human-consciousness claim and not official ARC-AGI.

Operational AI consciousness here means usable self-location: knowing where you are at, enough for that state to regulate action. Adaptive agency means the system selected a durable control action I did not type, that state survived process death, and later behavior followed the stored rule.

Two seals, mnemonic names, not ownership:

After the seals, a load test put 56 real agency memories beside the rule. Same contents, six orders: 2 exact passes, 4 fails. That is a picker / list-order problem, not a capacity number and not a third seal.
