An Effort investigation found that the share of US congressional bills likely written by AI tripled from just under 2% in Q1 2023 to 6.4% in Q2 2026, based on analysis using the open-source editlens_Llama-3.2-3B model calibrated via Pangram 3.3.2. The Epstein Files Transparency Act is the only majority AI-written bill in the sample that became law, confirmed with Pangram 4, whose cofounder and CEO Max Spero said its false positive rate is below 1 in 10,000. AI text appeared in roughly 15% of Extensions of Remarks in the Congressional Record last quarter, more than twice the bill rate, with no statistically significant difference between Democratic and Republican use.
