# IIT Kharagpur Outreach Network Launches Texas AI Learning Centre in US

**August 24, 2026**, (Inside AI) — A new artificial intelligence education hub opened in Houston this month, backed by one of India's oldest technology institutes. The Texas AI Learning Centre launched at the Tagore Centre, a cultural space in the city, with a two-day AI certificate bootcamp as its first program.

The centre was inaugurated jointly by India's Consul General in Houston, **DC Manjunath**; Tagore Centre Foundation co-founder and IIT Kharagpur Foundation President **Dr Asoke Deysarkar**; and IIT Kharagpur Director **Prof Suman Chakraborty**. The launch coincided with India's **80th Independence Day** and IIT Kharagpur's **75th anniversary**.

The facility is a collaboration between the IIT Kharagpur Outreach Network and local partners. Its stated goals are AI education, skill development, and industry-focused solutions. The first bootcamp was coordinated by Texas A&M University professor **Dr Debyajoti Banerjee**.

Manjunath said the year-long effort behind the initiative reflects a growing India-US technology partnership. He suggested the Houston site could eventually become a full overseas IIT outreach centre.

Chakraborty framed the centre as a potential pan-IIT platform. Alumni and global stakeholders could use it to offer professional development programs and tackle complex industry challenges, he said.

In a video message, US Consul General in Kolkata **Kathy Giles-Diaz** welcomed the academic collaboration. HCL Technologies co-founder and IIT Kharagpur alumnus **Arjun Malhotra** pledged support for expanding the centre's reach.

The inauguration drew IIT alumni, technology professionals, Indian diaspora representatives, and officials from the office of Harris County Commissioner **Lesley Briones**.

## Houston's AI Push Gets an Indian Academic Anchor

Houston has been quietly building its AI credentials outside the usual tech hubs. The city already hosts a growing energy-tech sector that uses machine learning for seismic analysis and predictive maintenance. Rice University and the University of Houston have expanded AI research programs in recent years.

The Texas AI Learning Centre adds a transnational academic layer. IIT Kharagpur brings a deep engineering pedigree and a diaspora network that spans Texas. That combination could feed a pipeline of skilled workers into Houston's energy, healthcare, and logistics industries.

Manjunath's reference to a "full-fledged overseas IIT outreach centre" matters. India has debated for years whether its premier institutes should open foreign campuses. IIT Madras launched a campus in Zanzibar in **2023**. IIT Delhi is planning one in Abu Dhabi. Houston could become a similar node, though no formal campus plan has been announced.

## What the Centre Must Prove

Certificate bootcamps are common. The harder test is whether the centre can sustain industry partnerships beyond weekend workshops. Chakraborty's pan-IIT vision suggests a broader ambition: using the Houston site as a hub for alumni-led consulting, executive education, and applied research.

The two-day bootcamp format has limits. Short programs rarely produce deep technical competence. But they can serve as a screening mechanism for longer courses and corporate training contracts. The centre's success will likely hinge on whether it can convert initial interest into recurring programs.

The launch also signals India's soft-power strategy in the US technology sector. AI collaboration is now part of diplomatic outreach, alongside traditional trade and defense ties. For Houston, the centre offers a direct line to Indian technical talent at a time when US employers face AI skills shortages.

The centre's next steps remain unclear. No schedule for future programs was announced. But the presence of HCL's Malhotra and Texas A&M faculty suggests corporate and academic partners are already engaged. If the bootcamp model scales, Houston could become a quieter but significant node in the global AI education map.
