# IFPI Begins Applying AI Music Eligibility Rules to Official Charts

IFPI said on July 30 that it is applying new eligibility rules for AI-assisted recordings across the official charts it directly manages, one day after a coalition including Sony Music, Universal Music Group, and Warner Music Group proposed the framework. Eligible tracks must be substantially human-made, use lawful AI services, avoid manipulation concerns, comply with rights laws, and disclose AI use.

A coalition of nearly a dozen record companies, including Sony Music, Universal Music Group, and Warner Music Group, proposed global eligibility principles for recordings made with generative AI on July 29. The following day, IFPI said it was beginning to apply those principles across the official charts it directly manages and working with national groups to extend them to more chart programs.

The framework does not exclude every recording that uses AI. It sets conditions intended to separate human-led work that uses authorized tools from fully synthetic tracks, unlawful model use, and manipulated streams.

### What the rules require

IFPI lists six conditions. An AI-assisted recording must use an authorized and lawful service, be substantially human-made, avoid stream or chart manipulation concerns, comply with copyright and related rights, follow the AI service's terms, and disclose the use of generative AI to listeners where required.

The phrase **substantially human-made** is the pivotal test, but the announcements do not define a percentage or a common verification method. Chart operators will therefore need evidence standards that can distinguish a human-led production using AI assistance from a synthetic recording with only nominal human input.

The proposal came from Believe, BMG, Concord, Dirty Hit, Glassnote, HYBE, Mom+Pop Music, Partisan Records, Sony Music, Universal Music Group, and Warner Music Group. Billboard and The Hollywood Reporter independently reported the July 29 proposal and emphasized that it would still permit qualifying AI-assisted work.

### Where implementation stands

IFPI said it is applying the principles to charts it directly manages across Latin America, the Middle East, Africa, and Southeast Asia. It also listed more than 20 additional national chart programs with which its network is working, including programs in Australia, France, Germany, Italy, South Korea, Spain, and Sweden.

That rollout is narrower than universal adoption. Billboard reported on July 29 that its own charts and streaming services had not formally adopted the coalition's proposal. IFPI's July 30 announcement establishes implementation inside its chart network, not a binding worldwide rule for every chart operator or platform.

For music and AI teams, the practical issue is documentation. A workable process may need records of the model or service used, the rights basis for training and inputs, the human creative contribution, disclosure metadata, and evidence that streams were not manipulated. Until chart bodies publish more precise tests, the rules establish direction but leave important operational questions unresolved.

## Key Points

- 1IFPI began applying the AI-recording eligibility principles to charts it directly manages after a coalition of major and independent labels proposed the framework.
- 2The rules require lawful AI services, substantial human authorship, rights compliance, AI-use disclosure, and no stream or chart manipulation concerns.
- 3The framework allows qualifying AI-assisted music but does not define how chart operators should measure substantial human contribution.
- 4Implementation currently covers IFPI-managed and partner chart networks rather than every global chart or streaming platform.

## Scoring Rationale

The rules create a concrete governance framework for AI-assisted music across IFPI-managed charts and could shape provenance and disclosure practices. Their reach is meaningful but not universal, and key operational definitions remain unresolved.
