The rule doing the most work is perspective simultaneity: every artifact must be a document produced inside the world, and the writer must not know the ending. No omniscient narration, ever.

They even disagree: the canteen says the coffee shortage "has nothing to do with the referendum"; the freight guild memo implies it does. That contradiction is canon. Nobody resolves it. That's the point — archives don't reconcile, they accumulate.
