China's richest province just made Alibaba its anchor partner for artificial intelligence and chips. Guangdong and Alibaba signed a strategic cooperation framework on August 13. It covers computing power, semiconductors, AI and public services.
Guangdong's provincial government and Alibaba (China) Co., Ltd. signed the agreement in Guangzhou on August 13, according to Guangzhou Daily. Provincial party secretary Huang Kunming and governor Meng Fanli met Alibaba Group CEO Eddie Wu. All three witnessed the signing. The deal spans computing infrastructure, integrated circuit industry collaboration, AI development, consumer spending, logistics, cultural tourism and smart public services. That's nearly every lever a provincial government has to pull. All bundled into one framework.
Huang told Wu the province wants to deepen cooperation through the current five-year plan period, with priority on AI, cloud computing, e-commerce, smart logistics, cultural tourism and public services, according to Guangzhou Daily's account of the meeting. He also pressed Alibaba to fold deeper into the Guangdong-Hong Kong-Macau Greater Bay Area and keep raising its tech investment in the province. Alibaba said yes. The company pledged to keep expanding its spending in Guangdong - more computing power, more AI large models, more digital services - and to prioritize routing core business there, along with new product lines and investment projects, Guangzhou Daily reported.
Not the first visit #
This isn't Alibaba's first move onto Guangdong soil this year. In April, Alibaba and China Telecom switched on an AI data center in Shaoguan, in northern Guangdong. It started with roughly 10,000 of Alibaba's in-house Zhenwu AI chips, with room to scale toward 100,000, CNBC reported. That's a lot of silicon. Those chips come out of Alibaba's T-Head semiconductor unit, the same group behind the company's PPU processors, which Alibaba has said have already shipped in the hundreds of thousands. Put the two deals together and a pattern shows up. Alibaba isn't just selling Guangdong cloud subscriptions: it's building physical chip capacity inside the province and calling it strategy.
Guangzhou had already been leaning on Alibaba specifically to catch up in AI, a partnership local media framed in May as the city's counterpunch against Beijing, Shanghai and Hangzhou for AI talent and projects. It wasn't waiting around. Guangdong followed that in April with a provincial action plan pushing AI adoption across every sector, alongside a 10 billion yuan intelligence industry fund meant to seed AI and robotics companies. The August 13 framework reads like the province formalizing what had already been happening piecemeal, city by city, into one signed commitment at the top.
Frankly, the ceremony isn't the point. It's that Alibaba keeps showing up in the same province with both software and silicon, and the province keeps handing it more room to build. A cloud contract is easy to sign and easy to walk away from. A chip cluster running in Shaoguan is neither.
Why Beijing's chip fight matters here #
None of this happens in a vacuum. Washington has spent the past two years tightening export controls on advanced chips and chipmaking tools to China. Chinese firms have raced to build domestic alternatives in response. Huawei's Ascend line, Alibaba's Pingtouge unit and Baidu's Kunlun chips have emerged as the three names Chinese industry press now treats as the core of that effort, with all three pushing new chip generations and server-cluster designs through the first half of 2026. Guangdong, with its manufacturing base and its border with Hong Kong, is where a lot of that hardware will actually get assembled and deployed.
Guangdong isn't the only suitor. Zhejiang, Alibaba's home province and headquarters to both Alibaba and Ant Group, signed its own strategic cooperation deal with the two companies. What makes Guangdong's version distinct is the semiconductor line item sitting next to AI and cloud computing in the same document. That's not nothing. The province wants to be judged not just on how much AI it uses, but on how much of the hardware underneath it gets built there too.
The framework agreement itself doesn't include dollar figures or firm delivery dates, and Guangdong's government hasn't published the full text. What's confirmed is the intent and the names behind it: a provincial party secretary and a sitting governor, standing in the same room as Alibaba's CEO in Guangzhou on August 13.
