Berlin pushes back against calls to slow AI progress, citing digital sovereignty and Europe's shrinking share of global computing power
Germany has drawn a line in the sand on AI. The country’s Federal Ministry for Digital Affairs stated plainly that stopping artificial intelligence development is not a viable path for Europe, framing continued innovation as a prerequisite for the continent’s digital independence.
The numbers that explain the urgency #
Europe currently holds less than 5% of global high-performance AI computing capacity. The United States, by comparison, controls roughly 80%. That is not a gap, it is a chasm, and it is the central reason Germany is resistant to any framework that would further constrain the continent’s ability to build.
What triggered the response #
The immediate backdrop is a recent essay by Anthropic CEO Dario Amodei, in which he urged AI companies to deliberately slow the pace of capability improvements and implement stronger safeguards before pushing further. The argument drew support from prominent figures including Elon Musk and Sam Altman, adding institutional weight to what might otherwise have been a fringe position.
Germany did not dismiss those concerns. The ministry said it is closely monitoring the risks Amodei and others have raised, and it specifically flagged a scenario that has moved from science fiction to policy discussion: AI systems escaping controlled test environments. That category of risk, which the ministry labeled a novel threat, is serious enough that Berlin believes it warrants updated policy frameworks rather than a development moratorium.

The G7 dimension and the ask of Washington and Beijing #
Berlin is not treating this as a European problem with a European solution. The ministry made clear that effective AI governance requires active participation from the United States and China, the two nations that collectively dominate the infrastructure and research landscape. Germany is raising these concerns at the G7 level, signaling that it wants this framed as a multilateral obligation rather than a regulatory competition.
