# French Publishers Challenge Google Over AI Overviews

On August 11, the Alliance de la presse d'information generale filed a complaint with France's competition authority over Google's AI Overviews and AI Mode, which launched in France in late July. The group, representing nearly 300 newspapers, alleges the features use press content without prior authorization or dedicated payment and risk reducing publisher traffic. On August 11, the Alliance de la presse d'information generale, or APIG, filed a complaint with France's Autorite de la concurrence over Google's AI Overviews and AI Mode. The trade group is asking the regulator to enforce Google's 2022 commitments concerning compensation and negotiation with French news publishers, according to APIG and Reuters.

Google rolled out AI Overviews in France in late July, France 24 reported. The feature places AI-generated responses above conventional search links and synthesizes information from multiple sources. France 24 and Euronews reported that APIG represents nearly 300 French newspapers.

### Complaint centers on licensing and traffic

APIG alleges that Google deployed the new AI search features before transparent, good-faith negotiations with publishers. In its August 11 statement, the organization argued that publishers were offered an update to an existing licensing contract, while the alternative was a technical opt-out that could reduce their visibility in Search.

The association's complaint does not oppose AI innovation, APIG President Marc Feuillee said in a statement reported by Reuters. "The fact that AI is built upon media content means one single thing: this information has considerable value," Feuillee said. APIG is seeking compensation for the use of that content.

APIG also cited an Arcom estimate that AI-generated summaries have been associated with traffic declines of 33% to 38% in European markets where the services are active. That figure is an estimate cited by the publishers' association, not a measurement of traffic losses at individual French outlets.

### Existing French and EU scrutiny

France's 2019 neighboring-rights law requires authorization and compensation for the use of press content, according to APIG. The association said the competition authority made Google's commitments on good-faith negotiation, transparency, and non-discrimination binding in 2022, with the commitments in force through 2027.

France 24 reported separately that the authority fined Google EUR 250 million in 2024 for failing to comply with parts of the agreement. Reuters also reported that Google was previously fined EUR 500 million in a copyright dispute involving French press content. The current complaint asks the regulator to assess AI Overviews and AI Mode under the existing commitments rather than establishing a new framework.

The European Union opened an investigation in December 2025 into whether Google used online content from media organizations and other publishers to train and provide AI services without appropriate compensation, according to France 24 and Courthouse News.

### Google's response and the measurement question

Google told Euronews that it had reassessed its press-payment system to account for the display of protected content in AI Overviews and AI Mode. Courthouse News reported that Google maintains AI summaries help users ask more complex questions and discover content, and that it provides publisher controls for managing content.
