EU rules allow the Union to cover up to 17% of eligible computing-infrastructure capital expenditure, require participating countries to at least match that contribution, and leave the remaining investment and operating expenditure to the private consortium.[[2]](https://eur-lex.europa.eu/eli/reg/2026/150/oj/eng)\n\nThe Commission’s two funding lots add up to a maximum EU contribution of €5 billion. Up to four projects in the first lot can receive €100 million each during initial deployment and another €400 million during expansion. Up to three larger projects can receive €200 million initially and another €800 million each in the second phase. Earlier EuroHPC briefing materials previewed thresholds of 75,000 and 100,000 H100-equivalent accelerators, respectively, but those materials explicitly said they were preliminary and that the formal tender would govern.[[1]](https://ec.europa.eu/commission/presscorner/api/files/document/print/en/ip_26_1708/IP_26_1708_EN.pdf)[[2]](https://eur-lex.europa.eu/eli/reg/2026/150/oj/eng)\n\nSelection will consider technical quality, infrastructure and network design, security, supply-chain resilience, sustainability, ecosystem impact, financial feasibility and value for money. The preliminary briefing also contemplated due diligence on each consortium’s business model and investment commitments, an important distinction from an expression of interest or a political endorsement.[[2]](https://eur-lex.europa.eu/eli/reg/2026/150/oj/eng)\n\n## Candidate sites are visible, but awards are not\n\nEighteen countries have signed the joint procurement agreement: Croatia, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Poland, Portugal, Slovakia, Spain and Sweden. The Commission’s earlier consultation produced 76 responses covering 60 potential sites in 16 member states, but officials withheld respondents’ identities because the filings contained confidential commercial information.[[1]](https://ec.europa.eu/commission/presscorner/api/files/document/print/en/ip_26_1708/IP_26_1708_EN.pdf)[[4]](https://digital-strategy.ec.europa.eu/en/news/overwhelming-response-76-respondents-express-interest-european-ai-gigafactories-initiative)\n\nSeveral candidates have disclosed plans on their own. Spain is preparing a multi-site bid covering Móra la Nova in Tarragona and San Fernando de Henares near Madrid. The Spanish government has approved €720 million for an equity stake and a separate €300 million contribution to EuroHPC for services. Telefónica, ACS, Santander and Multiverse Computing hold stakes alongside national and Catalan public entities, and Madrid says the project could mobilize as much as €5 billion.[[5]](https://www.lamoncloa.gob.es/lang/en/presidente/news/paginas/2026/20260701-spain-ai-gigafactory.aspx)\n\nFrance’s AION consortium includes Scaleway, Iliad, Orange, EDF, Capgemini, Bull, Artefact and infrastructure investor Ardian. Scaleway’s original concept described clusters equivalent to more than 288,000 Nvidia H100 processors and 200 megawatts of capacity. That is a consortium claim and an indication of intended scale, not a selected project or a verified capital commitment under the formal tender.[[6]](https://www.scaleway.com/en/news/scaleway-launches-the-aion-consortium-a-bold-project-to-build-europes-next-ai-gigafactory/)\n\nThe Commission’s target of at least €20 billion in private investment should therefore be treated as an expected outcome, not money already committed. Formal bids are due November 12, and successful consortia must demonstrate that their financing, power, hardware and operating model can survive due diligence.[[1]](https://ec.europa.eu/commission/presscorner/api/files/document/print/en/ip_26_1708/IP_26_1708_EN.pdf)[[2]](https://eur-lex.europa.eu/eli/reg/2026/150/oj/eng)\n\n## Power and procurement may be harder than raising the subsidy\n\nThe Commission’s announcement does not prescribe one electrical-load threshold for every project. Candidate disclosures and independent research nevertheless point toward concentrated demand in the hundreds of megawatts. Such facilities require high-capacity grid connections, cooling systems and dependable generation, often on timelines longer than the planned 18-month deployment period after contract signature.[[6]](https://www.scaleway.com/en/news/scaleway-launches-the-aion-consortium-a-bold-project-to-build-europes-next-ai-gigafactory/)[[7]](https://www.interface-eu.org/index.php/publications/ai-compute-energy-bottlenecks)\n\nHardware is another constraint. Europe does not currently produce frontier AI accelerators at the required scale. The Commission has signed letters of intent with Nvidia, AMD and Qualcomm that it says will help consortia obtain hardware, while allowing procurement from suppliers in Europe and other aligned countries. Those letters are supply-coordination measures, not disclosed chip orders or guarantees that accelerators will arrive on a project’s schedule.[[1]](https://ec.europa.eu/commission/presscorner/api/files/document/print/en/ip_26_1708/IP_26_1708_EN.pdf)\n\nThe comparison with US hyperscalers illustrates the difference in financial scale, but not on a like-for-like basis. Amazon expects $220 billion in 2026 capital spending, Alphabet forecasts $195 billion to $205 billion, Microsoft has projected about $190 billion, and Meta expects $130 billion to $145 billion. The EU figure is a multiyear target for seven specific projects and includes private money that has yet to be secured.
