EU and India strike major tech pact on chips, AI, 6G, and quantum computing

The European Union and India have formalized a sweeping technology cooperation agreement covering semiconductors, artificial intelligence, 6G telecommunications, and quantum computing, building on years of bilateral groundwork. The deal, part of the EU-India Trade and Technology Council framework, aims to strengthen supply-chain resilience and set global norms for emerging technologies.

The partnership builds on years of bilateral groundwork and could reshape global semiconductor supply chains, with downstream implications for crypto mining and AI-driven trading infrastructure.

The European Union and India have formalized a sweeping technology cooperation agreement covering semiconductors, artificial intelligence, 6G telecommunications, and quantum computing. The deal, part of the broader EU-India Trade and Technology Council framework, represents one of the most ambitious cross-continental tech partnerships in recent memory.

The partnership traces back to a semiconductor ecosystem memorandum of understanding signed on November 23, 2023, designed to strengthen supply-chain resilience between the two regions. That groundwork led to the EU-India TTC’s second meeting on February 27, 2025, where both sides committed to deeper cooperation on AI, semiconductors, high-performance computing, and 6G.

The most recent milestone came on January 27, 2026, when leaders adopted the “Towards 2030: A Joint India-European Union Comprehensive Strategic Agenda.” In English: a roadmap for the next four years of joint R&D in advanced chips, quantum technologies, and AI applications.

Several concrete institutional linkages have already been established. The European AI Office has partnered with India’s AI Mission, creating a direct channel for coordinating regulatory approaches and research priorities around artificial intelligence. Meanwhile, the Bharat 6G Alliance and the EU’s 6G Smart Networks and Services Industry Association signed their own memorandum of understanding to align next-generation telecommunications development.

India launched a $10 billion semiconductor production-linked incentive scheme to attract chip fabrication to the subcontinent. The EU, for its part, passed the European Chips Act with the explicit goal of doubling its share of global semiconductor production.

The focus on “human-centric, sustainable, and secure technologies” in the official language signals that both sides want to set norms, not just build factories. Common standards for AI applications and digital infrastructure could eventually become de facto global benchmarks.

The agreement makes no mention of cryptocurrency, blockchain technology, or digital assets, with official discussions focused primarily on hardware and telecommunication sectors.

Reports tracking the partnership’s progress are expected to continue into mid-2026, with less clarity on the timing for the next major announcement in July 2026.
