At the same time, Effective Altruists created a program to pay the salaries of EA Congressional staffers and place them with US Representatives and Senators, called the Horizon Fellowship. These staffers work directly with Representatives and Senators and significantly impact the way they vote and the bills they author. Staffers, even those whose salaries are subsidized by other organizations, are supposed to represent the values of the members of Congress they work for. According to several senior staffers on background, that was not the case with Horizon fellows. “He went to Democrat policy meetings, and tried to hand Democrat policies to the Senator he worked for ,” one senior staffer in a Republican Senator’s office told me. EA fellowships have placed over 50 staffers in Congress and the administrative branch. Horizon has received over $12M from Open Philanthropy/Coefficient Giving. Flush with EA money, Horizon doubled their salaries. Horizon called for “AI rapid-response” hires. Adopting the doomer view could triple or quadruple a policy staffer’s salary. 5 aisi-note-5 The former Strategy and Partnerships Director of the Horizon Fellowship, Sophia Brown, was hired into the Trump administration’s CAISI, their successor to the AI Safety Institute. Brown was hired as an Intergovernmental Personnel Act hire through the Moskovitz-funded Foundation for American Innovation FAI , one former FAI employee told me.
